This position is located with the Forest Service Office of Regulatory Management Services serves as the program authority and principal advisor to Forest Service Leadership for a program or specialty area that has significant direct effects over a wide area, multiple programs, or equivalent operations. Duties

Serves as the program authority and principal advisor to Forest Service Leadership for a program or specialty area that has significant direct effects over a wide area, multiple programs, or equivalent operations. Reviews controversial or highly significant policy issues and recommending responsive agency positions to Forest Service leadership. Establishes guidelines for administering and managing national and regional partnerships and participating on a national level in interagency efforts to streamline partnerships that apply broadly across all natural resource management agencies. Prepares technical and policy papers, speeches, reports, testimony, and various types of correspondence regarding nationally significant, emerging, or controversial program policy issues. Communicate with various members of the public, private firms, organizational leaders, Office of Management and Budget (OMB) staff and Congressional staff as required.

Requirements

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards. Specialized Experience Requirement: For the GS-13: Applicants must have at least one year of specialized experience at the next lower grade level GS-12 in the Federal Service. Specialized experience is defined as two or more of the following: leading and integrating a variety of complex administrative projects with responsibility for analyzing program data and evaluating effectiveness of major organizational programs; and/or initiating and leading high priority special projects, studies, and initiatives encompassing difficult and diverse functions or issues that affected critical aspects of major agency programs; and/or writing, preparing, and evaluating formal and informal correspondence, reports, statistics, and analytical documents for senior level officials; and/or recommending the revision of programs and procedures to facilitate operations in the face of technical or administrative obstacles. For the GS-14: Applicants must have at least one of specialized experience at the next lower grade level GS-13 in the Federal service. Specialized experience is defined as three or more of the following: analyzing, coordinating, integrating, evaluating, and providing advice on critical and highly controversial issues and projects, management concerns, and opportunities related to an assigned program; and/or initiating and leading high priority special projects, studies, and initiatives encompassing difficult and diverse functions or issues that affect critical aspects of agency programs; and/or identifying and analyzing programmatic issues of concern and developing strategies and approaches for resolution; and/or actively seeking and building partnerships to resolve mutual problems and develop integrated strategic approaches for problem resolution. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
