This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) & eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Former EDRP participants ineligible to apply.
Duties
Duties and skills needed to be successful in this position include, but are not limited to:
The incumbent oversees the administrative and clinical aspects of (2) major specialty treatment programs (the secure inpatient mental health unit and emergency department clinical evaluation team) providing complex services to Veterans with acute mental health and substance use concerns, co-morbid medical conditions, civil commitments, and high suicide risk.
They are responsible for coordinating interdisciplinary staffing, work assignments, purchasing, treatment services provided, and admission criteria for both programs.
They are administratively responsible for the programming and operations of both programs, develop policies and procedures for optimal operation, and prepare reports and statistics for facility, VISN, and national use.
The incumbent provides leadership, direction, orientation, coaching, in-service training, staff development, and continuing education programs for clinical providers in two distinct but related programs.
They initiate and conduct audits for state and Joint Commission regulatory compliance, including productivity reports.
The incumbent is expected to identify areas for improvement, gather relevant data, assess the data, develop and implement ideas for improvement, and measure outcomes.
Additionally the incumbent is expected to cover down for providers during staff vacancies providing the direct clinical care as needed.
Work Schedule: Monday - Friday, 7:30 a.m. - 4:00 p.m.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
Citizenship: Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.g.).
Education: Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling.
Licensure: Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment.
Grade Determinations:
Licensed Professional Mental Health Counselor (Program Manager), GS-13:
Experience, Education and Licensure: In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-12 grade level. The experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency.
Demonstrated Knowledge, Skills, and Abilities: In addition to meeting the KSAs for the GS-12 grade level, the candidate must demonstrate the KSAs below:
Ability to make judgments and decisions associated with program management.
Ability to monitor program outcomes using data driven quality assurance process.
Ability to develop productivity standards appropriate to each service provided.
Ability to manage a wide range of programs which include the operation and management of key clinical, training or administrative programs.
Preferred Experience: Inpatient Mental Health and Emergency Mental Health Clinical Experience and Management, Suicide Prevention, Supervision of Psychologists and Social Workers.

The actual grade at which an applicant may be selected for this vacancy is a GS-13.
Physical Requirements: Physical demands of the work are generally minor, as the position requires sitting, standing, and walking. Some travel is required as the incumbent is required to conducted monthly active outreach in the community which may require traveling long distances. The emotional demands can be stressful in working with high-risk for suicide veteran population and their families. A high level of self-awareness is essential. Work, divided between office and clinical settings, is primarily sedentary. May require prolonged standing, moderate walking, and manual dexterity. Requires carrying light items, such as books, files, or laptop computer.
