This position is located in the Department of Labor's (DOL) Veterans' Employment and Training Service (VETS). The Department of Labor
fosters and promotes the welfare of job seekers, wage earners and retirees of the United States.
This position is inside the bargaining unit.
Duties
For the GS-0301-09-Veterans Employment and Training Specialist:
Monitor, evaluate, and provide a wide range of guidance, and reviews and carries out administrative requirements for VETS' formula grants and competitive grants.
Conduct on-site monitoring, prepare quarterly summary reports and provide expert and authoritative technical assistance in the preparation of grant requests and grant modification requests.
Conduct a wide variety of employment and reemployment rights case investigations and reviews to determine whether complaint is covered under statute.
Conduct in-depth compliance reviews, analysis and evaluations of employers (including secondary employers, union hiring halls, employer associations, and single and multi-employer pension and welfare trusts).
Provide program analysis expertise in developing, organizing, and coordinating efforts and actions to assess and improve effectiveness; and expand job training.
Assist the State Director by providing a wide range of program review, analysis, evaluation and technical guidance and assistance over all DOL employment, reemployment, training programs and services to veterans.
Prepare comprehensive and correctly annotated quarterly work reports and other special and recurring reports in accordance with Management Information Systems (MIS) formats, to include grants management, payment, and reporting systems; investigative case management systems; and administrative time, travel and financial management systems.
Requirements
- Must be a U.S. Citizen.
- Must be at least 16 years old.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
Qualifications
You must meet the Specialized Experience to qualify for Veteran Employment and Training Specialist, as described below.
For GS-9: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-7 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience includes:?
Conducting review, analysis, or evaluation in support of a program.
Monitoring or helping to administer grant programs.
Conducting audits/reviews of records to identify discrepancies.
OR
Education: At least 2 years of progressively higher-level Graduate education (above a Bachelor's) leading to an applicable degree; OR Master's degree or have been awarded a Master's or equivalent higher level Graduate degree; OR LL.B. or J.D., if related.
OR
Combination of Education and Experience: applicable graduate education and experience as defined above. The total percentage must equal at least 100% This must be fully supported by your resume and transcripts.
