This position is located in the Department of Veterans Affairs (VA), Office of Management (OM), Office of Actuarial services (OAS) at VA Central Office. The primary purpose of the Supervisory Actuary is to direct a team of actuaries to ensure VA's annual actuarial liability audit work is delivered on time and in accordance with actuarial and federal financial guidance.
Duties
Responsible for developing, implementing, and managing the annual actuarial valuation project plan for the OAS actuaries assigned to work on seven VA benefit programs: Disability Compensation, Burial, Pension, Post/9-11 GI Bill, Montgomery GI Bill, Dependent Education Assistance, and Veteran Readiness and Employment.
Coordinates with VA's audit teams in VA Office of Finance and Veterans Benefits Administration (VBA) to ensure all of VBA's audit deliverables are provided by their due dates.
Advises the OAS Executive Director (ED) of any project plan changes to ensure auditors receive all actuarial workproducts on time.
Assists the ED with Secretariat duties for VA's Actuarial Benefit and Liability Governance Board (ABLGB), which includes keeping ABLGB voting members informed about proposed changes needed to the actuarial valuation models and assumptions.
Studies other government and commercial programs to stay current on experience, design, and valuation assumptions in programs that directly or indirectly impact VBA's benefit programs.
Exercises supervisory authority and responsibility involving highly technical and analytical work assignments, as well as the administrative and personnel management functions of the actuarial staff supervised.
Identifies opportunities to improve efficiencies, productivity, and / or quality of the models and studies directed.
Work Schedule: Monday to Friday, 8 a.m. to 4:30 p.m.

One year of actuarial experience equivalent to the next lower grade level (GS-14);
AND
One of the following:
a. A bachelor's degree that included courses in actuarial science, mathematics, relevant statistics, business, finance, economics, insurance, or computer science totaling at least 24 semester hours. This course work must have included a minimum of 12 semester hours of mathematics that included differential and integral calculus and one or more courses in mathematics for which these calculus courses were prerequisites.
or
b. Combination of education and experience that includes both of the following requirements:
Technical work experience in actuarial support work or in mathematics; and
Completion of a minimum of 24 semester hours of courses in actuarial science, mathematics, relevant statistics, business, finance, economics, insurance, or computer science at a four year college or university. This course work must have included a minimum of 12 semester hours of mathematics that included differential and integral calculus and one or more courses in mathematics for which these calculus courses were prerequisites.
You must also qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Update actuarial valuation models with new assumptions.
Document various actuarial experience studies and valuation models.
Present recommended changes to a Governance Board.
Provide technical review of other actuaries' work, which could include running an alternative model.
Analyze large amounts of data using SAS, R, SQL, or Excel.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is principally sedentary; however, a moderate amount of walking is required in a large office building and when meetings are in different office buildings. Work may require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the work site. Infrequent travel is required.
