This position is located in the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Office of the Administrator.
The primary purpose of this position is to oversee and coordinate Federal programs for and relationships with State, local, and regional authorities in the National Capital Region (NCR). In addition to integrating the District of Columbia, Maryland, and Virginia into the planning, coordination, and execution of Federal Government activities.
Duties
The Director, Office National Capital Region Coordination (ONCRC) will aid FEMA's mission to support our citizens and first responders to ensure that as a nation we work together to build, sustain, and improve our capability to prepare for, protect against, respond to, recover from, and mitigate all hazards.
In addition, the incumbent will direct the ONCRC's mission to convent, coordinate, and communicate within the NCR to synchronize and integrate homeland security and emergency management activities across the five mission areas of the National Preparedness Goal to achieve readiness against all hazards and threats.
Specific responsibilities include but not limited to:
Manages ONCRC by working in close coordination with homeland security, public safety, and emergency management authorities, including the jurisdictions represented at the Metropolitan Washington Council of Governments (MWCOG) and serves as the intermediary for homeland security, public safety projects, and activities within the NCR,
Responsible for the oversight, policy, procedural development, and coordination of all ONCRC operations.
Ensures appropriate and effective liaison and working relationship with all DHS and other cabinet level entities, enhancing effective working relationships, and intensifying the effectiveness of homeland security goals and objectives throughout the NCR.
Serves as the NCR senior level liaison to recommend, interpret, implement, ensure compliance, and recommend action on DHS strategies, goals, and objectives across all levels of government.
Continuously analyzes and recommends changes to policies and procedures to increase program efficiency, responsiveness, and regularly evaluates the effectiveness of ONCRC programs and operations based on feedback from internal and external partners and develops enhancements to improve service delivery, coordination capability, and overall effectiveness.
Coordinates and ensures effective and efficient lines of communication within the NCR. Promulgates rules and directives and prescribes internal instructions for guidance of DHS/FEMA officials throughout the national capital area.
Reports to the FEMA Administrator and develops plans and strategies based on department and agency policy and the needs of the jurisdictions and other federal departments and agencies within the NCR. Manages the administrative budget for ONCRC staff to include equipment, travel, and training requirements.
Ensures team preparedness and response activities are fully coordinated both internally and with external entities and actively focuses outreach activities on planning and coordination processes with the State and local governments, regional authorities, and other Federal agencies to improve response readiness.
Coordinates personnel assignments and specific team member issues as the first level supervisor for the assigned ONCRC Section Chiefs. Responsible for all team actions, preparation, and execution. Reviews all related policies, procedures, and standard operating procedures to ensure adequacy and compliance.
Assesses the impact of Administration guidance and/or new legislation on ONCRC programs. Develops processes for realigning ONCRC's workload to meet new and/or changing program delivery requirements.
Represents the ONCRC, the Office of the Administrator, FEMA, and DHS on major considerations within assigned areas at meetings, briefings, hearings, and conferences with key officials within and outside DHS/FEMA, such as Congress and Congressional Committees, White House, OMB officials, Governors, other Government officials, and professional organizations on a national and regional level.
Serves as the primary advisor to Office of the Administrator executive leadership on the management and oversight of the ONCRC including the following areas: strategic planning; budget formulation and execution; contract administration; resource management; property accountability; personnel administration; information systems; and program delivery and operational support issues.
Prepares and communicates performance plans and expectations, and rates performance of employees. Reviews and approves or disapproves leave requests. Approves staff training requests. Recommends team members for awards as appropriate. Takes disciplinary action as required. Leads, mentors, motivates, and develops a diverse collection of individuals and molds them into an efficient, effective, and professional team.

Qualifications
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector. As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:
Directing the work of an organizational unit;
Ensuring the success of one or more specific major programs or projects;
Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance;
Supervising the work of employees; and
Exercising important policymaking, policy determining, or other executive functions.
The application process to recruit for this position is the TRADITIONAL-BASED method. The applicant must address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately in each required narrative.
EXECUTIVE CORE QUALIFICATIONS (ECQs):
Unless you are currently serving under a Career Senior Executive Service (SES) appointment, eligible for reinstatement into the SES, or completed the SES Candidate Development Program (CDP) and approved by OPM, you must address the ECQs. Your narrative must address each ECQ separately and demonstrate the underlying competencies in the narrative. Examples should be clear, concise, and emphasize your level of responsibilities; the scope and complexity of the programs, activities, or services you managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues you addressed; and the results of your actions. You should use action-oriented leadership words to describe your experience and accomplishments and quantify your experience wherever possible to demonstrate your accomplishments (e.g., number of employees supervised; size of budget managed; amount of money saved, etc.).

Your narrative response may not exceed 10 pages, using no smaller than 12-point font with one-inch margins. It is recommended that you include 2 recent (not older than 10 years) examples per ECQ and draft your ECQs in a Word document before uploading into the system to ensure these guidelines are met. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. TECHNICAL QUALIFICATIONS (TQ)s:
In addition to the Executive Core Qualifications, all candidates must show evidence of the following TQs below in order to meet basic qualifications for this position. Please label and include your name on each page of the TQ Narrative. Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled managing a large public or private sector organization that administers complex, rules-based benefits or services, etc. It is recommended that you draft your TQs in a word document and then upload into the system. You must address each TQ separately and may not exceed 6 pages, using no smaller than 12-point font with one-inch margins. You are required to respond to all TQs. If you fail to do so, you will be rated as 'ineligible.'
TQ 1. Demonstrated knowledge and ability to establish, adapt, and continually examine program regulations, policies, structure, resources, and performance to implement an organization's mission, strategic goals, and vision.
TQ 2. Demonstrated knowledge and leadership of homeland security, emergency management, and stakeholder engagement and coordination programs, including relationships between local, State, Regional, and Federal government entities.
TQ 3. Demonstrated expert-level experience leading teams in the development, communication, and execution of a strategic vision or plans that change business processes, service standards, or program delivery models.
DO NOT COMBINE THE TQ AND ECQ NARRATIVES. Failure to meet the basic qualification requirement and address all Mandatory Technical and Executive Core Qualification factors in the required narratives will result in your application being disqualified.
