This position is located in Human Resources Management Service at the Dallas VA Health Care System. This position provides human resources support work in the Strategic Business Unit (SBU) that entails determining the approach and methods needed to staff positions at a specific grade levels, process personnel actions, and ensures related staffing functions are completed in a timely fashion.

Duties

*** Non-Bargaining Position *** Conducts recruitment/examining activities for assigned positions (GS-7 & below and wage grade) to include developing competency criteria, job analysis, job announcements (JA), etc. Secures all required documentation i.e. proof of citizenship, transcripts etc. Sends notice of results to remaining applicants; and prepares files for announcement close out (i.e. copy of JA, lists of all applicants and their applications, list of eligible referred, evidence of CTAP & ICTAP clearance, etc.). Assists HR specialist with the onboarding of new employees to include arranging for physical examinations (based on the occupation), ensuring completion of all appropriate benefits forms, extending job offers, coordinating Entry -on -Duty and/or release dates from losing office, forwards pre-employment packets to new appointees, and coordinates with other related functional offices involve in on-boarding (i.e. pre-appointment security checks). Independently conducts orientation for new appointees as determined appropriate. Reviews completed documents for missing or conflicting applicant information, as required. Responsible for processing new employee's enrollments, administering the oath of office, and ensuring standards of conduct and government ethics orientation are completed and signed. Explains pay rates, pay periods, within grade increases, annual and sick leave accrual, etc. in order to familiarize employees new to the federal government with certain HR terminologies and practices. Coordinates with security counterparts regarding applications for Identification Cards, when required. Coordinates and process required clearance documents for employees leaving the agency or federal service. In addition, the incumbent will assist the HR Specialist with identifying proper documentation to ensure the electronic personnel file is current and up to date during the recruitment and onboarding process. Quality review team will review for accuracy. Responsible for any onboarding scanning requirements during initial employment process. Responds to applicant inquiries regarding procedures for completing applications, status of job announcements, hiring procedures, and competencies needed to fulfill a position's major duties and/or requirements, etc. Assists specialists by maintaining automated databases in order to track information and extract data used to generate documents, records, and reports. Reviews and prepares correspondence and provide a variety of information as appropriate. Uses word processing and/or other office automation equipment and various software programs to create, copy, edit, store, retrieve and print a variety of documents; produce correspondence, memoranda, directives, forms reports; create or maintain spreadsheets or databases, etc. Employee works from rough drafts, documents, written instructions or brief oral statements. Ensures accuracy and timeliness of information, spelling, grammar construction, punctuation and presence of necessary enclosures. Adheres to regulations or agency policy concerning access to printed and electronic files containing sensitive data which must be protected under the provisions of the Privacy Act of 1974 and other applicable laws, federal regulations, VA statues and policy and VHA policy. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday 8:00 a.m. - 4:30 p.m. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/07/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5; For a GS-7 position you must have served 52 weeks at the GS-6 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Requirements for GS-5: Specialized Experience: One year of specialized experience (equivalent to the GS-4 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Skill in applying a standardized body of HR rules, procedures, and operations concerning recruitment and placement sufficient to answer inquiries concerning merit promotion procedures, procedures for reinstatement or transfer to another Federal agency; perform timekeeping duties; onboard new employees; accomplish routine support tasks within the HR office; request HR records from the records center; maintain employee records; and use HR software programs to enter data, complete forms, and correct errors and omissions in HR documents, files and records. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years above high school (TRANSCRIPT REQUIRED).. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first 60 semester hours (i.e., beyond the second year) to be creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. (TRANSCRIPT REQUIRED) Requirements for GS-6: Specialized Experience: You must have one year of specialized experience equivalent to at least the GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Responsible for completing assigned onboarding tasks in USAS, uploading documents to the eOPF, preparing the SF-144a for service compensation dates, codes accession actions in HR Smart, clears selective service, prepares in-processing packet, provides payroll document to FSC or local payroll office, reviews DD-214 to determinate veteran's preference. There is no educational substitution for the GS-6 level. Requirements for GS-7: Specialized Experience: You must have one year of specialized experience equivalent to at least the GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Responsible for ensuring all onboarding tasks are completed in USAS, prepares board actions for T38 positions, codes all selection actions in HR Smart, identifies the correct legal authority and nature of actions codes, initiates 3918 in PCS Portal, coordinates enter on duty date, initiates e-Verify, drafts pay setting documentation, responsible for administering the in-processing portion of new employee orientation, prepares temporary appointment statements of understanding, reviews VRA plans, requests and reviews recruitment/relocation forms, and prepares retirement coverage determination forms and determining time-in-grade requirements for promotions. There is no educational substitution for the GS-7 grade level. You will be rated on the following Competencies for this position: Recruitment/Placement Attention to Detail Customer Service Computer Skills Problem Solving Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
