This position is located in Human Resources Management Service at the Dallas VA Health Care System. This position provides human resources support work in the Strategic Business Unit (SBU) that entails determining the approach and methods needed to staff positions at a specific grade levels, process personnel actions, and ensures related staffing functions are completed in a timely fashion.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-5 grade level: One year of specialized experience (equivalent to the GS-4 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Skill in applying a standardized body of HR rules, procedures, and operations concerning recruitment and placement sufficient to answer inquiries concerning merit promotion procedures, procedures for reinstatement or transfer to another Federal agency; perform timekeeping duties; onboard new employees; accomplish routine support tasks within the HR office; request HR records from the records center; maintain employee records; and use HR software programs to enter data, complete forms, and correct errors and omissions in HR documents, files and records. OR Applicants may substitute education for the experience required for the GS-5 level: To qualify based on education for this grade level you must have 4 years above high school (TRANSCRIPT REQUIRED). OR Applicants may also combine education and experience to qualify at the GS-5 level: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first 60 semester hours (i.e., beyond the second year) to be creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. (TRANSCRIPT REQUIRED) GS-6 grade level: One year of specialized experience (equivalent to the GS-5 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Respond to inquiries on vacancy announcements, including reasons for non-selection or not qualified; prepare draft announcements and assessments using USA Staffing; review applications to determine area of consideration eligibility and Veteran's Preference; determine whether employees meet time-in-grade requirements; perform timekeeping duties; complete all onboarding processes; identify whether a test needs to be administered; initiate HR actions; and, identify appropriate regulatory codes, nature of action, and the appropriate pay step to be entered on the HR action request; and coordinates required clearance documents for employees leaving the agency or Federal service. There is no educational substitution for the GS-6 level. GS-7 grade level: One year of specialized experience (equivalent to the GS-6 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Skill in applying an extensive body of HR rules, procedures, and operations sufficient to perform a wide variety of interrelated and/or non-standard HR support work such as instruct facility supervisors and managers on recruitment/selection requirements, processes, and procedures, submitting requests, screen applications to determine if applicants meet minimum qualifications; and apply accepted HR practices in order to place applicants in rank order on an inventory or register used to fill assigned positions; knowledge of payroll processing in order to facilitate new hire payroll document completion and successful handoff to payroll department; ability to assess pay related issues in HR Smart and coordinate appropriate resolution; coordinate actions, develop facts, and/or provide support in order to answer standard inquiries concerning merit promotional procedures; time-in-grade requirements; and, appropriate use of HR directives, policies or practices, nature of action codes, and generic position descriptions; etc. There is no educational substitution for the GS-7 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
