This position is located at the Phoenix Indian Medical Center (PIMC) located in Phoenix, AZ. The position serves as Contract Support Specialist and focal point for the effective use of task order services and automated data processing contract implementation for organization. Supports Division contract administrative elements as necessary and serves as Contracting Officers Representative (COR) providing oversight and functional responsibility on division contracts.
Duties
Prepares Performance Work Statements, Statements of Work and associated contract documents and ensures that contract packages are complete with all documentation as in accordance with governing regulations.
Attends and participates in pre-solicitation meetings or discussions held concerning requirements for procedural and technical accuracy and adequacy and concurs/non-concurs with contract as presented.
Monitors new and amended contracts to ensure understanding of contract terms and compliance by both contractor and government personnel.
Coordinates Project Reviews, supports the technical staff in strategic business planning, programmatic schedule tracking and coordination.
Provides substantive advice and guidance to managers and technical personnel on contracting methods and strategies.
Maintains control records on the status of contracts and utilizes surveillance techniques and procedures to use in inspecting work performed by the contractor to determine efficiency, effectiveness and reliability, quality and timeliness factors.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-9 level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: works with assigned contracts; attends meetings and discussions involving contracts; verifies services and invoices for payment; ensures contracts meet the needs of the organization and maintains a tracking system through each phase of a contract.
OR
Submit a copy of unofficial transcripts to show completed Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
OR
Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the GS-11 level.
The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants.
SELECTIVE PLACEMENT FACTOR - Certification
The following certification is determined to be essential to perform the duties and responsibilities of the position. Applicants who do not meet a selective placement factor are ineligible for further consideration.
Incumbent must hold and maintain certification as a Contracting Officer's Representative - Level II COR.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
You must meet all qualification requirements within 30 days of the closing date of the announcement.
