Serve as Chief, Medical Media Service, for the VA Gulf Coast Veterans Health Care System, a lC-level facility, which consists of five locations, including a medical center and four outpatient clinics. Support the mission of the medical facility and VISN 16 by furnishing a full range of photographic, audiovisual, graphic, communications and library services for medical care, medical and dental education, allied and associated health care education, research, and employee/public affairs programs.

Duties

Directs work assignments and reviews completed work by assigning specific television production, graphic, and photographic requests to subordinates and evaluating their performance in terms of timely compliance. aesthetics, etc. Applies a broad knowledge of the production and editing aspects of television productions, relying on extensive producing and directing experience. Evaluate the use of television production techniques by subordinates to include providing guidance and making decisions in technical and administrative matters. Demonstrated mastery of the methods, techniques and practices associated with the development and/or management of original video/photo/graphic productions, video teleconferencing, and medical libraries. Mastery of the principles, methods, practices and techniques of using, applying and adapting video, computer graphics, medical illustration, print media, medical photography for producing educational/informative projects when leading edge material is required. Oversees all aspects of personnel management, production and support, ensuring guidelines and established practices are followed, that quality standards are met, and that projects are completed in a timely manner. Oversees and directs the preparation, administration and justification of electronic library budget requests for eight (8) medical centers and the VISN office, ensuring the medical library conforms to VA guidelines and procedures. Collaborates in planning sessions with clients and subject matter experts, and coordinates with VISN, Regional Public Affairs Officer (PAO) and central office staff. Directs, oversees, and coordinates the work of Medical Media Service staff, who perform a variety of duties related to television and graphic production as well as video teleconference communications and medical library management. Conducts final production review for proper and sufficient use of established television/graphic/photographic techniques and evidence of the high degree of creative ability required in communicating information. Plans and manages all production aspects of major projects, based on a variety of cultural, technological, or historical themes. Advises on or develops the script, directs the most effective way to communicate its information, and develops cost estimates for production at various levels of sophistication. Oversees the production of programming for distribution via web, tape, DVD and other tapeless media and VA's nationally available Knowledge Network. Work Schedule: Monday - Friday, 8:00 am - 4:30 pm, subject to change based on the needs of the Agency AD HOC Telework: VA supports the use of AD HOC telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/13/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Individual Occupational Requirements: Applicants who meet the Individual Occupational Requirements described below are fully qualified for the specified entry grade and must also meet the specialized experience and/or education requirements. Individual Occupational Requirements: Undergraduate and Graduate Education: Major study -- photography, radio or television production, motion picture production, or other fields related to the position. Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis. OR, Specialized Experience: Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes work directly connected with the production aspects of the field(s) of the position to be filled. In addition to meeting the above Individual Occupational Requirement (IOR) AND Time-In-Grade, applicants must also meet the experience relevant to this position. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Utilizing principles, methods, practices and techniques of using, applying and adapting video, computer graphics, medical illustration, print media, medical photography for producing educational/informative projects when leading edge material is required. Note: This experience must experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. Physical Requirements: Work involves activity in moving/lifting cameras and equipment used in video production and sound reinforcement. There are often long periods of standing for video/photo shoots. The work is usually performed in a climate controlled, well-lit environment, but may often also require exposure to inclement weather elements, through coverage/documentation of outdoor activities.
