Serve as Chief, Medical Media Service, for the VA Gulf Coast Veterans Health Care System, a lC-level facility, which consists of five locations, including a medical center and four outpatient clinics. Support the mission of the medical facility and VISN 16 by furnishing a full range of photographic, audiovisual, graphic, communications and library services for medical care, medical and dental education, allied and associated health care education, research, and employee/public affairs programs.
Duties
Major duties and responsibilities include but not limited to:
Plan, direct, coordinate, and supervise Medical Media Service.
Establish priorities and define objectives and goals for each of the three sections: Medical Media, Video Teleconference and Medical Library.
Oversees all aspects of personnel management, production, and support, ensures guidelines and established practices are followed, that quality standards are met, and that projects are completed in a timely manner.
Conduct final production review for proper and sufficient use of established television/graphic/photographic techniques and evidence of the high degree of creative ability required in communicating information.
Responsible for administering a budget for electronic medical library services for ten medical centers and the VISN office.
Develop media content and video productions that meet broadcast standards, from inception to completion which includes pre-production and post-production.
Create a mood that achieves the desired result and educational objectives when viewed by the intended audience.
Prepare completed projects for dissemination in the appropriate formats/filetypes and ensuring that the products meet all Section 508 requirements.
Provide audiovisual/sound reinforcement support for special events which includes set up/operate live sound public address systems, microphones, mixers, speakers; install/operate audiovisual equipment/interfaces, e.g., projectors, LCD monitors, signal converters, distribution amplifiers, etc.
Select and use a variety of cameras, lens, lighting equipment and related processes to perform various photographic duties for such areas as medical documentation, compensation and pension exam, intraoperative photography, lab gross specimen, dental, event photography, portrait photography, accident/disaster documentation, copy work, employee/public affairs, etc.
Work Schedule: Monday - Friday, 8:00 am - 4:30 pm, subject to change based on the needs of the Agency

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirements:
Undergraduate and Graduate Education: Major study -- photography, radio or television production, motion picture production, or other fields related to the position. Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis. OR,
Specialized Experience: Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes work directly connected with the production aspects of the field(s) of the position to be filled.
In addition to the Individual Occupational Requirement,
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: principles, methods, practices and techniques of using, applying and adapting video, computer graphics, medical illustration, print media, medical photography for producing educational/informative projects when leading edge material is required. Note: This experience must experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

Physical Requirements: Work involves activity in moving/lifting cameras and equipment used in video production and sound reinforcement. There are often long periods of standing for video/photo shoots. The work is usually performed in a climate controlled, well-lit environment, but may often also require exposure to inclement weather elements, through coverage/documentation of outdoor activities.
