Military membership is NOT required.
This ND National Guard position is for a HUMAN RESOURCES SPECIALIST (INFORMATION SYSTEMS), Position Description Number T5039P01/T5030P01 and is part of the ND HRO, National Guard.
Duties
This position is responsible for planning, operating, and administering the operation of the Human Resources Information Systems (HRIS). Data within the systems must conform to standardization set by the Office of Personnel Management (OPM), Department of Defense (DoD), Department of the Army (DA), Department of the Air Force (DAF), National Guard Bureau (NGB), and other governing legislation or agencies. Duties are performed to both Army (ARNG) and Air National Guard (ANG) organizations and the full-time workforce within the State.
Provides technical assistance and guidance to supervisors, leadership, and various staff members in the operation, maintenance, and capabilities of various Human Resource Information Systems (HRISs) such as automated personnel systems, automated records management systems, case management systems, personnel records applications, HR In-Processing via virtual platforms, and virtual personnel services.
Analyzes quality control queries, Personnel/Payroll data reconciliations, and rejected data entries from reports.
Provides training to familiarize HRO staff, HRO remotes, and supervisors with the HRIS.
Provides advice on the use of data for compiling personnel and statistical reports and preparing personnel action documents.
Researches and analyzes problems while monitoring actions requested to ensure that problems encountered are fixed.
Monitors and controls HRIS access.

Qualifications
This position is being offered as a GS 09/GS 11 with the target grade being the GS 11. If selected at the GS 09 grade level, employee will be on an Individual Developmental Plan to reach the target grade of GS 11. No further competition is required.

GS 09 Grade Level, Applicants must have at least one year of specialized experiences at the GS-07 level or the equivalent which provided: 1) working experience with Access and Excel programs; 2) Reviewing reports for compliance with federal policy; 3) Maintains, analyzes and/or updates a computer database; 4) Utilizes skill in presenting information, analysis, ideas and positions in a clear, succinct, accurate, convincing manner, as is appropriate with the audience.
OR,
A master's degree or equivalent graduate degree in a field related to the position.
OR,
2 full years of progressively higher- level graduate education leading to such a degree mentioned above.
GS 11 Grade Level, Applicant must at least one year of specialized experiences at the GS-09 level or the equivalent which provided: 1) Maintaining effective relationships with various civilian personnel functional users to facilitate adequate policy, application and problem resolution related to HR systems; 2) Monitor system user access; 3) Identifying improvements that satisfy the users' need or corrects problems and conform to the rules, regulations and policies of civilian personnel; 4) Providing management with advice on how the automated data system performs, the data available and how automation assists in handling workloads and improves processes.

A Ph.D. or equivalent doctoral degree in a related field to the position.
OR,
3 full years of progressively higher-level graduate education leading to such a degree listed above.
Part-time or unpaid experience: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.
