The primary purpose of this position: perform HR duties at the installation, Direct Reporting Unit (DRU), or MAJCOM level including employee relations, performance management, labor relations, workforce planning and analysis, position management, placement and advisory services for a variety of positions utilizing a range of common methods, principles, and practices.

Duties

Provides consultation, guidance, and assistance to management and employees on employee relations subjects. In an assignment characterized by a moderately sized, stable organization with a normal diversity of occupational groups which present average demands for flexibility in understanding the organization, follows well-established procedures, and advises supervisors and employees regarding the solution of moderately complex individual conduct or performance problems, some of which may have substantial consequences and repercussions. Provides recruitment, placement, affirmative employment, position management, and advisory services to assigned installation-level organizations. Performs services for organizations that are moderately complex and relatively stable. Provides consultation and assistance on conduct-related issues. Advises managers and supervisors on the relatively common issues or problems such as routine leave or attendance questions or disputes. Analyzes each situation and conducts research related to agency precedent, policy, and applicable procedural and legal requirements for correcting conduct and administering disciplinary and adverse actions. Carries out special projects and participates in special initiatives and studies. Serves as the HR focal point for one or more of the designated employee relations programs or subject areas such as the Performance Management Program, the Office of Workers' Compensation (OWCP) Program, the Physically Restricted Program. Prepares written correspondence and other documentation. Drafts a variety of documents to include articles for publication in newsletters and newspapers, briefings, reports, orientation materials for new employees, training courses for supervisors, comments on impact of new supplements/regulations/directives, local directives, position papers, and responses to inquiries from Congress, administrative and union grievances, and EEO complaints.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-0201. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience include knowledge of the fundamental HR principles, practices, and techniques related to personnel management to include employee relations, recruitment and placement, performance management, and labor relations; standardized research techniques; and analytical and problem-solving methods required to advise on and resolve moderately complex, noncontroversial, well-precedented factual, procedural, and/or recurring issues; make informed judgments on problems and issues; and perform advisory services. Knowledge of research, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your official college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and education with less than the full amount of specialized experience described in the job opportunity announcement; however, at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, a combination of experience and education. Note: You must submit a copy of official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the fundamental HR laws, principles, systems, policies, methods, and practices to include employee relations, recruitment and placement, performance management, and labor relations; analytical and problem-solving methods required to advise on and resolve well-precedented factual, procedural, and/or recurring issues; make informed judgments on problems and issues; and perform advisory services. Knowledge of research, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Knowledge of the installation, DRU or MAJCOM mission and management's objectives and their implications on personnel management programs including employment opportunities and position management. Ability to select the appropriate basic legal and regulatory provisions applicable to each situation and locate appropriate and applicable precedents and legal documentation. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management. Ability to identify and analyze numerous facts and allegations to determine accuracy and applicability to cases. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
