Duties
Serves as analyst and team member for DLA Installation Operations Engineering and Environmental Branch Office.
Develops and maintains long-range Sustainment, Restoration and Modernization (SRM) program requirement plans.
Provides engineering and financial audit expertise in the development, dissemination, implementation, integration, and improvement over program requirements, administrative and organizational programs, and process improvement initiatives.
Responsible for the formation and execution of SRM projects and programs associated with Real Property assets and construction type facility projects.
Principal technical consultant, specialist and advisor on all aspects of SRM Project issues related to project settlement, Asset under construction, Unliquidated Obligations (ULOs), project EBS tracking and audit readiness.
Develops detailed reports and status of funds on assigned Annual Operating Budget (AOB). Performs other duties as assigned.

Qualifications
To qualify for a Program Analyst, your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Planning, scheduling, and conducting projects and studies to evaluate and recommend ways to improve effectiveness and efficiency of work operations and programs.
Managing an operation or program that includes review and analysis, financial management, internal controls, and coordination of facility maintenance and construction.
Analyzing and evaluating data to resolve issues related to execution and finances of projects.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
