The Mental Health Residential Rehabilitation Treatment Program Program Coordinator, who also serves as the Substance Use Disorders Programs residential Section Chief, oversees the administrative and clinical aspects of these treatment programs. The incumbent is responsible for defining the mission and vision of the service, developing the scope of practice for all clinical staff, implementing best-practice programming, managing and assuring implementation of quality improvement measures.
Duties
Major duties include, but are not limited to the following:
The Omaha Mental Health Residential Rehabilitation Treatment Program (MH RRTP) is a 19-bed behavioral health bed service that provides integrated, multidisciplinary residential rehabilitation to eligible veterans. All beds are located at the Omaha VA Medical Center main building on the 10th floor. Within NWI there is another 18-bed RRTP, with its own manager, in Grand Island. The SUDPs are outpatient substance use treatment programs, currently in Omaha and Lincoln aimed at providing outpatient treatment for those struggling with addiction to substances. These programs also have their own direct managers. In the role of RRTP Program Coordinator, the incumbent will directly manage the Omaha MH RRTP. In the role of Section Chief/Lead, the incumbent will have oversight responsibility for all the MH RRTP and Substance Use Outpatient programs and be the direct supervisor to those programs' managers.
MH RRTP Program Coordinator and RRTP/SUDP Section Chief is responsible for the development, implementation, maintenance, and effective utilization of all structures and relationships within and relating to the RRTP and SUDP programs as outlined in VHA Handbook 1162.02 Mental Health Residential Rehabilitation Treatment Program and VHA Handbook 1160.04 VHA Programs for Veterans with Substance Use Disorders (SUD).
The incumbent is responsible for the public health and safety of all patients in the MH RRTPs.
The Program Coordinator provides administrative control and programmatic leadership for the specialized residential rehabilitation programs within the service, assures a full range of professional and direct care services, coordinates research and program evaluation projects and develops a training program in conjunction with educational institutions.
The Program Coordinator assures compliance with increasingly complex procedures and statutes in licensing, clinical privileging, and continuing professional education.
The incumbent is responsible for ensuring that the residential rehabilitation and substance use programs achieve and maintain full accreditation status with accrediting bodies such as the Joint Commission and CARF.
The Program Coordinator ensures that the buildings in which the residential rehabilitation programs are housed is in full compliance with all safety and security regulations.
As the Program Coordinator, the incumbent has both local and national level responsibility for the continued professional and scientific development of MH RRTP.
The Program Coordinator has overall management responsibility related to a complex service delivery system to meet the needs of veterans suffering from complex medical, psychiatric, and substance use disorders.
Provides direct or indirect administrative and programmatic supervision of 19 FTE located at three different sites.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j, this part.
Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to the CSWE website to verify if that social work degree meets the accreditation standards for a master of social work.
Licensure: Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found on the OHRM website.
Grade Determinations:
GS-12
Experience and Education: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Applicants must meet the requirements for providing supervision in the state where they are licensed at the advanced practice level and should list these qualifications within the assessment narrative and their resume. Documentation is required if part of your state's requirements for providing supervision for licensure is beyond your licensure only (example: certification of continuing education credits).
Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs (submission of a document with written demonstration of KSAs is highly recommended with application).
Skill in coordinating and implementing one or more specialty program(s), across the facility.
Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.
Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
Knowledge of organizational structure and impact on program operations.
