The Whole Health Clinical Director oversees Whole Health functions in the Nebraska - Western Iowa Health Care System. The Whole Health Clinical Director is responsible for overseeing the professional practice of all Whole Health Providers, developing the functions and duties for all Whole Health staff, performance evaluation, designing and implementing competencies, assuring and implementing quality improvement measures and overall provision of Whole Health services.

Duties

Major duties include, but are not limited to the following: The NWIHCS Whole Health Clinical Director serves as the Whole Health professional practice consultant and as the point of contact for VHA Whole Health in Care Management and Whole Health Service at VA Central Office. The Whole Health Clinical Director is also an active member of the VISN Whole Health Clinical Director group. The Whole Health Clinical Director has the ability to provide consultation to care line managers and other staff on Whole Health qualification standards, Whole Health practice, Whole Health competency, Whole Health productivity, and Whole Health continuing education. The Whole Health Clinical Director has the ability to develop, maintain, and oversee Whole Health programs in all settings. This includes identifying needs for Whole Health assessment, evaluation, and treatment; determining priority needs for Whole Health services; and recommending adjustments to staffing levels accordingly. This also includes developing and implementing a Whole Health professional practice review system. The Whole Health Clinical Director is the liaison with other Services or care lines, other facilities, Veterans Integrated Service Network (VISN) offices, and VA Central Office. The Whole Health Clinical Director participates in the development and coordination of medical center plan for patient care and is involved as a consultant in decisions where Whole Health practice is impacted. The Whole Health Clinical Director is involved in recruiting qualified Whole Health staff, to include participating in interviewing, selection, and orientation. They collaborate with Human Resources on credentialing, required licensure and/or certification for all Whole Health staff, including: continuing education requirements, license renewal, and other requirements staff must meet to deliver appropriate care. They assist with credentialing and primary source verification of degree and license or state certification. The Whole Health Clinical Director serves as a vital professional influence and resource to Local Leadership in their compliance with standards defined by accrediting organizations, such as The Joint Commission and Accreditation of Rehabilitation Facilities (CARF) standards applicable to Whole Health. The Whole Health Clinical Director maintains academic affiliations for Whole Health practice; which include arranging and coordinating Whole Health Field Practice placements at the Medical Center. The Whole Health Clinical Director consults with other services, program managers, or care line managers on issues pertaining to Whole Health ethics, ethical dilemmas in the delivery of care, and ethical issues within the larger organization. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to the CSWE website to verify if that social work degree meets the accreditation standards for a master of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found on the OHRM website. English Language Proficiency: Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j, this part. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation). Grade Determinations: Social Worker (Program Manager), GS-14 Experience and Education: One year of experience equivalent to the GS- 13 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Individual may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as social worker program manager must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Applicants must meet the requirements for providing supervision in the state where they are licensed at the advanced practice level and should list these qualifications within the assessment narrative and their resume. Documentation is required if part of your state's requirements for providing supervision for licensure is beyond your licensure only (example: certification of continuing education credits). Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs(a document with written demonstration of KSAs must be included with application, see required documents section). Skill in large scale program coordination and administration across multiple sites, which includes consultation, negotiation, and monitoring. Ability to translate management goals and objectives into well-coordinated and controlled work operations. Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program. Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. Ability to provide the full range of supervisory duties which would include responsibility for assignment of work to be performed; performance evaluations; selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. Skill in developing policies, procedures, and/or practice guidelines for the program and in participating in national program development. Ability to collaborate with internal VHA partners, locally and on a national level, as well as external community partners to further program goals and enhance patient centered care.
