This position serves as the Director of the Voluntary Service Office, an independent service aligned under the Chief Communications Officer in the Veterans Health Administration (VHA). The Service provides management and oversight for the VA Voluntary Service program. Responsibilities of the Office include developing voluntary service program policies and procedures and providing technical assistance to field facilities.
Duties

Major Duties include but are not limited to:
Developing, coordinating and managing the implementation of projects and activities in collaboration with other VHA and/or VA units and offices, including the VA Voluntary Service National Advisory Committee, and outside agencies and organizations.
Maintains a personal relationship with National Veterans Service Organizations and other fraternal, religious and community groups to identify problem issues requiring resolution, opportunities to improve service to veterans, and means of making the volunteer experience more rewarding to groups and individuals.
Develops comprehensive plans to accounts for the demands of VSOs and other associated groups, identifies where overlaps exist and identifies policies that are efficient in the effective utilization and management of volunteers in the VA system.
Serves as a key management official leading and responsible for developing and presenting information and guidance to effect the establishment of comprehensive practices and basic policies controlling Department Voluntary Service Officer liaison and outreach activities.
Develops guidelines and resource material to support institutionalizing methods in which VA can receive and act on VSO resolutions and other issues in an expeditious and organized fashion.
Provides program and technical support to Central Office, regional offices, and medical center directors to maintain a high level of program activity.
Supervises research and special projects directed towards utilizing information and data from the system to maintain and expand the program.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/10/2025.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Possess a broad knowledge and understanding of and experiences in practices related to the health care field, health care management, strategic planning, and volunteerism.
Possess knowledge and skills in policy development and formulation and possess understanding of the organizational mission and policies.
Possess exception level of skill in leading and managing a wide array of program issues with competing demands and multiple deadlines.
Possess knowledge of and skill in applying a wide range of organizational management theories, concepts, practices, policies, rules and regulations, precedents and procedures to perform a wide variety of very different and complex assignments.

You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is principally sedentary. No special physical demands are required. The work does require travel.
