This position is located at the Veterans Administration Palo Alto Health Care System (VAPAHCS). VAPAHCS consists of three inpatient facilities located at Palo Alto, Menlo Park, and Livermore, plus seven outpatient clinics in San Jose, Capitola, Monterey, Stockton, Modesto, Sonora, and Fremont. This position will serve as the Chief, Materiel Management Section of the Logistics Management Service (Logistics) at the VAPAHCS.
Duties

Major Duties:
Establishes and maintains equipment tracking system of capital and non-capital equipment, which details specific inventories performed and equipment available for patient care.
Incumbent prepares recommendations for procurement of equipment and assets.
Incumbent coordinates with Utilization Specialists and Supply Technicians (Property and NX) to develop specifications for equipment levels and sources to support complex mission or classes of equipment.
Uses in-depth knowledge of equipment sources to identify and resolve delinquency in availability of key items.
Reviews activity for assigned employees to assure compliance with appropriated policies and regulations.
Incumbent analyzes equipment levels and usage schedules to determine funds required and execution of budget plans for assigned inventories.
Incumbent develops budget inputs for all of the Materiel Management Sections which include Warehouse, Mailroom, Reproduction, Property and Excess (supplies, equipment, operating expenses as well as costs).
Incumbent works with Fiscal Service in balancing equipment accounts in the Integrated Funds, Control Point Activity, Accounting and Procurement (IFCAP) and Financial Management System (FMS) systems.
Incumbent in collaboration with the Green Environmental Management System (GEMS) Coordinator ensures practices are consistent with applicable policies and regulations related to disposal of products (e.g. review of excess for recyclable content).
Incumbent queries databases to obtain adequate and pertinent data on which to base decisions on equipment descriptions and end item applications.
Incumbent resolves problems in flow of equipment to support new or unique equipment.
Incumbent supervises NX/Property/Utilization Specialists technicians for oversight of property utilization.
Identifies local, inactive, and unrequired equipment inventory items to reduce levels within acceptable benchmark standards.
Identifies interim acceptable substitutes, works with technical specialists, users and vendors to correct item deficiencies and return defective materiel.
Incumbent monitors federal and agency programs and policies for return and reutilization of equipment and unrequired supplies.
Incumbent supervises the Materials Handler Supervisor (Chief, Warehouse Operations) and has oversight of all warehouse operations.
Provides logistical support for regional emergency management exercises and Veteran's outreach programs.
Incumbent has oversight of the Materials Handler Supervisor for the mailroom.
Assures mandated requirements are met for receiving and processing controlled substances through the warehouse, prior to delivery to the Pharmacy or Research Services.
Performs other related duties as assigned.

Qualifications
To qualify at a GS-12 you must have:
One (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level of GS-11 in Federal service. Qualifying examples of specialized experience would typically include but are not limited to: analyzing and evaluating the effectiveness and efficiency of supply/inventory management programs/operations; identifying and resolving issues and problems in the assigned area of responsibility involving supply/inventory management processes, work methods, supply data management, or day-to-day operational procedures; coordinating objectives and plans of specialized supply/inventory management programs; and interpreting policy direction for specific operating requirements and providing recommendations to new/revised local directives, policies, and implementing instructions regarding supply/inventory management programs/operations. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates.
