This position serves as the Assistant Chief of Supply Processing and Distribution (SPD) under the direction of the Chief, of SPD, responsible for the overall management of the SPD day to day operation, including instrument reprocessing and providing total supply support for all clinical services throughout the Medical Center and Community Based Outpatient Clinics (CBOC) supported by Palo Alto Health Care System.

Duties

The Supervisory Inventory Management Specialist will have primary and direct responsibility to all personnel assigned to Sterile Preparation, Decontamination, and O.R. Casecart Support sections. The focus of this position would include the following areas: quality management, oversight of reprocessing activities, especially those occurring outside of SPD, training, competency assessment, development of standard operating procedures based on manufacturer's instructions, enhancing patient flow through operating rooms and aid in succession planning for all areas of SPD and sites where reprocessing occurs. Incumbent is required to be Level II Certified and understand sterilization parameters, biological monitoring, preparation and packaging, supply handling and storage, and strict compliance of the VA Handbook/Directive 7176 Directives - Supply, Processing, and Distribution Operational Requirements, the Joint Commission Regulations, as well as all local policies and procedures, and other SPD related regulatory standards and guidelines. Major duties and responsibilities include, but not limited to: Responsible for the quality assurance program in these areas, in order to ensure that complete sterility is maintained for all instruments, equipment, and supplies delivered to the O.R. Exercises supervisory and/or managerial authorities over lead technicians and/or support work Assists and performs the administrative and personnel management functions for the preparation, decontamination and inventory management staff. Interviews candidates for positions in the unit, recommends appointment, promotion, or reassignments to such positions. Establishes specific pollution prevention and waste minimization initiatives. Plans and schedules ongoing production-oriented work on a quarterly and annual basis, or direct assignments of similar duration. Performs specialized supply functions, acts as a liaison to the O.R., provides facility supply operations and guidance, and acts as a subject matter expert with respect to infection control, proper sterilization methods, etc. Determines, regulates and controls the level or flow of expendable/non-expendable supplies or class of material. Analyzes stock level and usage schedules to determine funds required and will assists in the execution of budget plans for assigned inventory. Maintains all due-in records and checks receipt documents for accuracy. Develops catalog data, levels and replenishment needs for new items, plan requirements, both quantitative and monetary, to satisfy customer needs and be sensitive to total inventory, status of commodity in relationship to changes in demand, funds, lead time, delivery schedules, and trends. In the management of items, frequent technical intervention 1s required to assure effective supply support while maintaining cost controls. Supervises items having high annual dollar sales value, fast moving items, items that are likely to become excess or other items involving special problems. Assists in the maintenance of a perpetual inventory accounting system through the application of data processing procedures. Responsible for coordinating surveys on expendable items and expendable items being tested by using services. Conducts regular primary inventory account reviews. Assists in the maintenance of the program designed for the systematic receipt and issue of supplies and equipment. Assists in development of supported services' annual budgets by providing periodic review reports of inventories, expenditures, and estimated projections. Work Schedule: Monday - Friday - 7:00 am to 3:30 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/26/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: planning, coordinating and executing an inventory and materials management program; using accounting principles to accomplish reconciliation between perpetual inventories and fund control points; conducting purchasing methods to obtain a wide variety of medical, surgical, administrative, and technical supplies and equipment; using specialized methods to analyze and evaluate the efficiency of a supply program; and exercising supervisory responsibilities to include planning, assigning and evaluating work and resolving complaints. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have ???????successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond ???????the first year or 18 semester hours. Physical Requirements: ???????Work is normally accomplished in an office setting; however, physical demands of the position can include such physical exertion as standing for long periods of time; walking throughout the Medical Center and to and from out-buildings; stretching and bending; lifting up to 30 pounds while conducting physical inventories in storage rooms and when retrieving items from shelves and cabinets.
