  • Incumbent may be required to perform Temporary Duty (TDY) to attend seminars, planning meetings, etc. in support of this position. TDY may require the use of regularly scheduled commercial or military transportation.
  • Individual performs other related duties as assigned.
  • Incumbent is subject to call 24 hours a day, 7 days a week in support of war, contingency, or exercise operations. This position may require periodic overtime and may be subject to working overtime, usually in 12-hour shifts.
  • Incumbent must have a current Top Secret, SIOP-ESI CAT 1 and 10 clearances and provide the required material for periodic updates.
  • Recent experience (within the last 18 months), OPLAN 801X experience with USSTRATCOM aircrew command and control procedures is mandatory.
  • Incumbent is subject to random drug testing.
  • This is an Obligated Position in which an employee has return rights. Upon the employee’s return, incumbent may be required to vacate this position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes current knowledge of a wide range of principles, concepts, practices and techniques used in OPLAN 801X war planning and analysis and skill in using these principles to resolve difficult problems or assignments or decisions which may have impact on the ability of the 940 ARW to properly support the USSTRATCOM and MAJCOM missions both in real world and simulated exercises; Current (within the last 18 months) knowledge of and skill in applying an extensive body of DoD, JCS, USAF, USSTRATCOM, AFRC and AMC regulations, methods, and procedures to perform a wide variety of war planning assignments and to handle a wide range of situations; In-depth knowledge of analytical techniques used in organizing and assessing mission requirements for the 940 ARW; Demonstrated knowledge in organizational capabilities, identifying potential shortfalls, and recommending alternatives, etc. to the installation commander; Current knowledge of air refueling operations in the total mobility wartime mission; Basic knowledge of the KC-135R weapon system desirable as planning and analyses require evaluation of training requirements for aircrew members; Must be able to determine if available personnel have adequate training, knowledge to perform directed actions in crisis of degraded environments; Authoritative, current (within the last 18 months) procedural knowledge of various CJCS and USSTRATCOM aircrew emergency action message (EAM) directives and procedures; Current (within the last 18 months) extensive knowledge and skill in applying CJCS, NATO, USAF, USSTRATCOM, and AMC aircrew code systems in complex, unusual situations critical to executing any OPLAN; Knowledge of existing USAF approved publishing software to produce operational plans, pamphlets, graphs, graphics, data charts, and briefing slides which integrate into combat mission materials or show program status or operational mission status; Knowledge of desktop publishing techniques and skill to produce complex, coordinated, classified materials under tight deadlines; Extensive knowledge of CJCS, DoD and AMC security regulations and instructions in order to manage information. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Air Mobility Command and USSTRATCOM operations, policies, practices, and procedures. Knowledge of HQ AFRC and AMC flying regulations and aircrew procedures relating to KC-135R combat and combat support operations. Experience with OPLAN 801X, including familiarity with AMCI 10-450 series regulations, and USSTRATCOM aircrew command and control procedures is mandatory. Knowledge of aviation management directives, plans, regulations, techniques, systems and processes. Current knowledge of flight operations, instrument flight rules, Federal Aviation Regulations, airfield information and restrictions as published in DoD publications. Current knowledge of flying instructions, Flight Information Publications (FLIP) documents, guidelines, and mission development procedures for the KC-135R weapon system. Current knowledge of CJCS, DoD, USAF, and AMC security regulations pertaining to protection of materials classified up to and including Top Secret, SIOP-ESI categories. Ability to lead, supervise, and manage a diverse combat planning team in war planner disciplines in order to solve unusual and complex problems during time-critical situations while directing and managing diverse and cross- functional wing level planning in the deliberate development of operational plans. Ability to produce written plans, policies, procedures and guidelines. Demonstrated ability as a classroom instructor, to include the preparation and delivery of multi-media lesson plans. Ability to effectively brief senior officers and large audiences. Current knowledge of various computer systems and applications that pertain to KC-135R mission management and those systems required to perform the work. Demonstrated ability to develop and coordinate written plans for a variety of peace and war-time contingency responses and special missions. Ability to plan and produce highly complex and integrated plans and mission planning products. Experience in desktop publishing methods (graphics, layout design, scanning, and digital photography) is desired. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
