The primary purpose of the position is to serve as a Community Programs Specialist planning, managing, directing, coordinating, organizing, and developing Public-Public and Public-Private (P4) relationships with state government, local municipalities, and area communities.

Duties

Leads development and maintenance of relationships with private sector, non-governmental organizations (NGOs), private volunteer organizations (PVOs), and state, county, and local governments. Plans, orchestrates, and executes the wing's strategic planning activities affecting various phases of the wing's base operations support processes. Integrates Public-Public and Public-Private partnership (P4) perspectives to provide insights on topics of interest and programs related to Beale Air Force Base missions and priorities. Serves as host for P4 organizational representatives ensuring accurate contact and engagement of appropriate participants.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • This is a TERM appointment NTE 24 MONTHS.
  • A 3-Day Break-in-Service may be required for current federal employees selected for a term position in the competitive service.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include: (1) fostering partnerships with external public and private organizations to support organizational objectives; (2) facilitating functional working groups in order to obtain actionable items and meet deadlines; (3) devising resolutions to complex planning problems involving conflicting factors such as reduction in force, economic growth, social and cultural welfare of communities FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge & skill of a wide range of qualitative and quantitative methods for the assessment and improvement of relationships involving command, center, installation, and community partnership and strategic planning efforts. 2. Knowledge & skill of Air Force, command program goals and objectives and AF guidance to ensure the sequence and timing of key events and milestones, and methods of evaluating the effectiveness of partnership and strategic planning actions related to support of base operations, and other wide ranging functional mission categories to include, research and development, education and training, medical, and other support functions. 3. Comprehensive skill and ability in designing and conducting effective studies; and preparing solutions to especially broad, important, and highly visible base specific and community partnership opportunities, and installation strategic efforts. 4. Knowledge & skill to communicate effectively, both orally and in writing, and ability to provide briefings to both senior Air Force and installation leadership, as well as community, county, and state leaders. 5. Demonstrated skill in planning, organizing, developing and leading studies and projects sufficient to make recommendations on substantive operating programs, analyze feedback, negotiate with others to create solutions, coordinate with affected leadership, and implement approved recommendations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
