This position functions as a Program Specialist for the Surgery Service at the VA St. Louis Health System. The primary purpose of the work is to offer analytical and evaluative support, contract and resources management, process improvement advisory service, Correspondence Coordination & Liaison Activities, and Personnel & Privileging Management related to program operations. Services are located primarily at the John Cochran Division, with several clinics located at Jefferson Barracks Division.

Duties include, but may not be limited to the following:
Prepares procurement packages, recommends whether to provide government property to the contractor, provides pre-award technical assistance when requested by the Contracting Officer, prepares a COR work plan, establishes and maintains procurement and contracting records, evaluates proposals for work, assists and participates in the post award orientation, monitors the acquisition control and disposition of government property, holds quarterly meetings with the contractor and performs monitoring actions as authorized by the Contracting Officer.
Performs inspection and acceptance actions and informs the Contracting Officer of non-compliance.
Reviews and recommends contract modification requests and prepares a technical evaluation to support a determination that the change is not outside the scope of the contract.
Drafts and reviews all contract proposals and agreements to assure accurate budgetary, personnel, and administrative arrangements, and provide updates to leadership on contracting and procurement policies and issues.

Monitors and evaluates requests for new/additional equipment, space, and/or supplies to ensure the appropriate use and allocation of government resources.
Coordinates ongoing data collection and performs analysis to determine optimal organizational performance.
Performs content and editorial review of correspondence and provides analysis and reports on information received from various sources.
Coordinates with the Human Resource Management Service (HRMS), Medical Staff Office, Nursing Service, and the Chief of Staff's Office to prepare board actions for new or existing staff.
Serves as an approving official for timecards for Surgical Service, ensuring that timecards are accurately posted by timekeepers and in compliance with all timekeeping regulations.
Serves as an Automated Data Processing (ADP) Application Coordinator (ADPAC) for Surgical service and is responsible for engaging in analytical ADP-related problem solving. Interprets ADP-related rules, regulations, and policies; developing standard procedures for staff use. Develops processes by which Surgical Service staff can access the computer network using a security- oriented approach, guaranteeing privacy of sensitive or confidential information. Provides ADP-related updates and/or trainings for staff as needed.
Performs other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/08/2025.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience applying analytical and evaluative techniques to the identification, consideration and resolution of issues or problems; Conducting audits and analyzing data; experience with maintaining communication with facility leadership on findings; preparing reports of audit to compliance officer; perform quality data reviews, detect trends and problem areas which impact the health care system, and compile and summarize statistical information into appropriate final form. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, that provided the knowledge, skills, and abilities necessary to do the work of this position. (One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that information cannot be obtained from the school, 18 semester hours will be considered as satisfying the one (1) year of full-time study requirement). Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of successfully completed graduate education and specialized experience, as described above, which meets the total qualification requirement for the GS-11 grade level. COR I Certification is required

Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, pushing, and reaching overhead. Transferring patients and objects may be required. The employee must be able to occasionally lift and/or move 45 pounds or more short
distances.
