This position serves as the Chief of the Health Administration Service (HAS) at the VA Saint Louis Health Care System (VASTLHCS), which includes oversight responsibility for Health Information Management and Medical Records. The chief will provide direction and support in both clinical and administrative activities to include, but not limited to, patient administration, medical records, clinical documentation and coding, operational efficiency, employee engagement and Veteran experience.

The Medical Administration Officer (Chief) directs Health Administration Service programs in broad patient administration areas, providing data and allocating resources as appropriate for assessing the management of budget and other resources for all HAS administrative programs. Major duties and responsibilities include, but are not limited to: Ensure the electronic medical record meets all requirements for proper and accurate coding of all patient treatment, including inpatients and outpatient visits Responsible for all health administrative computer packages, which affects the overall operations of the Health Care System Responsible for most administrative operations after hours and on weekends through the Administrative Officer of the Day (AOD) section within HAS Oversee the daily operations of the Service, ensuring that Agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates Work collaboratively with leadership from clinical and non-clinical services in order to effectively operate the Health Administration Service Implement HAS strategic planning, multiple contracts, policies, processes and training within budgetary limits Develop long- and short-range plans by coordinating with all areas of the VASTLHCS to ensure medical administration needs are met Identify needs and potential issues and determines flexibilities in operations to produce constructive, cost effective approaches to resolve problems Oversee budget development for the Health Administration Service in tracking personnel, space and operating funds in the annual budget estimate for operation of the Service Effective application of high-quality customer service within HAS to continuously improve the overall Veteran experience Identify developmental and training needs of employees to ensure HAS operational success and overall employee development. Work Schedule: Monday - Friday, 8:00 am - 4:30 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/17/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Plan, direction, control, coordination, operation and evaluation of some administrative programs within health administrative setting; Establish plans and policies to ensure the management and accomplishment of programs and projects within the scope of the position; Ensure the electronic medical record meets all requirements for proper and accurate coding of all patient treatment, including inpatients and outpatient visits; Provide orientation and training for professional staff in policies and procedures, medical record practices, nomenclature, classification systems and legal requirements; Oversee budget development for a Health Administration Service in tracking personnel, space and operating funds in the annual budget estimate for operation of the Service; and Use data effectively to forecast shifts in workload, clinic utilization and personnel utilization. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Preferred Experience: Bachelor's degree in Healthcare Administration, Business Administration, Public Administration, or a related field. A Master's degree is highly desired. Previous experience in a leadership role, preferably within a healthcare system or similar setting. Knowledge and understanding of healthcare regulations, policies, and procedures, particularly related to health information management, medical records, and patient administration. Strong organizational, managerial, and supervisory skills to effectively lead a team of diverse staff and manage complex programs and projects. Experience in budget development, financial management, and resource allocation within a healthcare setting. Excellent interpersonal and communication skills to interact effectively with staff, patients, other departments, and external stakeholders. Familiarity with medical terminology, coding systems (such as DRG and CPT), and healthcare information systems (like VistA). Ability to analyze data, evaluate program effectiveness, and make strategic decisions to improve operational efficiency and patient care. Understanding of patient experience initiatives and a commitment to enhancing internal customer satisfaction. Knowledge of environmental impact considerations and policies related to healthcare operations. Commitment to maintaining data security and privacy standards in accordance with applicable laws and regulations. Certified Professional in Healthcare Information and Management Systems (CPHIMS) certification or similar credentials would be a plus. Physical Requirements: The physical demands are minimal requiring only moderate amounts of walking, standing, bending, or stooping.
