This position is with the U.S. Department of Labor, Occupational Safety & Health Administration (OSHA), within the Office of General Industry and Agricultural Enforcement Programs, located in Washington, D.C. This position is at the full performance level. This position is outside the bargaining unit. This position is not remote. Selectee will be expected to report to the office listed above. Current DOL policy requires on-site work at least 5 days per pay period.

Duties

Duties for the Supervisory Safety and Occupational Health Specialist GS-0018-14 include, but are not limited to the following: Recommends revisions to operating instructions and directions (including the OSHA Field Operations Manual (FOM)). Oversees provision of technical assistance to regional and area office staff. Ensures technical adequacy of specific program elements, requirements, and strategies. Evaluates and recommends improvements in solving novel or obscure problems for the most complex and controversial health inspection case files. Provides leadership and technical guidance to staff through the resolution of operating problems, and controls work results through staff meetings, conferences, and review of work products. Serves as a spokesperson for OSHA at conferences and intra-agency meetings to provide consultation to a wide variety of audiences regarding the full range of occupational health and environmental standards, regulations, programs and issues.

Qualifications

*Please note, a writing sample may be requested as part of the interview process. THIS POSITION HAS AN INDIVIDUAL OCCUPATIONAL REQUIREMENT. ALL APPLICANTS MUST MEET THIS REQUIREMENT IN ORDER TO BE CONSIDERED. Education: Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Experience: (for positions above GS-5): Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. OR Certificates Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-5. Applicants may also qualify for higher grade levels based on their education and/or experience. --- AND -- Specialized Experience: Specialized Experience, is experience that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. At the GS-14: Applicants must have at least 1 year of Specialized Experience equivalent to the GS-13 or higher, to qualify for this position. For this position, examples of qualifying experience include: Advising agencies and program officials on methods and techniques for the prevention or management of specific occupational safety and health hazards. Assessing agency occupational safety and health programs to ensure compliance with OSHA regulations and standards. Advising, training or instructing federal occupational health personnel on how to increase the efficiency and effectiveness of programs and activities. Preparing responses to inquiries from a wide variety of sources such as Congress, other Federal agencies, or organizations representing Federal employees.
