You will serve as a AUDIOVISUAL PRODUCTION SPECIALIST in the CONGRESSIONAL & PUBLIC AFFAIRS, EXECUTIVE SUPPORT OFFICE of PORTSMOUTH NAVAL SHIPYARD.

Duties

You will plan videotape projects with Shipyard customers. You will develop requirements and objectives for video presentations and the best way to illustrate them. You will videotape subject matters that include training and orientation involved with radiological control, shop trade practices, administrative procedures and Security and Safety policies. You will find proper video shooting locations and administratively clear it regarding security and safety aspects. You will manage all audiovisual services including videotape production, photography and graphic arts functions.

• You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators, and safety shoes continuously for the duration of the work shift.
• Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
• This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience developing requirements and objectives for video presentations. Experience planning and capturing video projects for shipyard customers ensuring public affairs, safety, and security requirements are met. Experience managing audiovisual services to include video, photo, graphic arts, as well as special event and function support. GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience operating video cameras, recorders, editors, computer graphics hardware, programmers title/character generators, special effects generators, time base correctors, film chains, test equipment and duplicating equipment. Experience with producing, directing, photographing and editing videos that are in support of the Shipyard's mission. Experience maintaining video and film resources library pertaining to training and ship work operations. Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE (GS-11): Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

GS-11: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be used to meet the total qualification requirements.

GS-12: There is no allowable substitution of education for experience at the GS-12 grade level.
