You will serve as an Audiovisual Production Specialist in the Strategic Communications/Marketing Branch, Public Affairs Office, Portsmouth Naval Shipyard, Kittery, Maine. Vacancies filled from this announcement may be filled at any grade level listed. Duties

You will plan video projects with Shipyard customers and manage all audiovisual services including videotape production, photography and graphic arts functions. You will operate professional television cameras, videotape players, recorders and editing equipment. You will develop requirements and objectives for the presentation and plan the best way to illustrate them. You will video subject matter including training and orientation involved with radiological control, shop trade practices, security and safety policies, employment recruiting, changes of command, Shipyard TV, commissioning's and special events. You will find proper video shooting locations and administratively clear them regarding security and safety aspects. You will edit the customer's written script to eliminate unnecessary words or visuals that would confuse the viewer and rearrange scripts to add updated material. You will oversee rehearsals to direct acting and narration of unskilled personnel, direct actors to perform a certain task so the customer's message is effectively presented, and direct lighting, audio and arrangement of sets.

  • Work may be performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This is a bargaining unit position.
  • Occasional overtime may be required.

Qualifications

SPECIALIZED EXPERIENCE: In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities, to perform the duties of the specific position for which you are being considered. Your resume is the key means we have for evaluating your skills, knowledge, and abilities, as they relate to this position. Therefore, we encourage you to be clear and specific when describing your experience. Your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following: FOR GS-12 (one year of specialized experience equivalent to GS-11): Experience with the requirements for industrial videotaping of facilities, submarines, and surface vessels including producing, directing, photographing and editing videos that are in support of the Shipyard's mission. Experience planning and capturing video projects for shipyard customers ensuring public affairs, safety, and security requirements are met. Experience managing audiovisual services to include video, photo, graphic arts, as well as special event and function support. Experience with planning, directing and producing video presentations using a wide variety of specialized camera-related equipment to carry out the video coverage of scientific and technical programs. Experience operating video cameras, recorders, editors, computer graphics hardware, programmers title/character generators, special effects generators, time base correctors, film chains, test equipment and duplicating equipment. Experience managing rehearsals for unskilled actors or narrators, directing arrangement of sets, lighting and audio and ensuring cameras are in proper position to obtain the best shots. FOR GS-11 (one year of specialized experience equivalent to GS-09) Experience with the methods, principles, and techniques of videotape and providing video services for the Shipyard. Experience with planning, directing and producing video presentations. Experience maintaining a video and film resources library and developing a comprehensive video tape library pertaining to training and ship work operations. Experience using a wide variety of specialized camera-related equipment and the ability to carry out the video coverage of scientific and technical programs. Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE (GS-11): Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

GS-11: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related with Major Study in photography, radio or television production, motion picture production, or other fields related to the position.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be used to meet the total qualification requirements.

GS-12: There is no allowable substitution of education for experience at the GS-12 grade level.
