You will be responsible for coordinating the administration, budgeting, and financial management activities of the Office of Infrastructure (HIF) and the Office of Safety (HSA). Will serve as an advisor to management and personnel regarding all budgetary and accounting program activities. Responds to fiscal inquiries from FHWA field, Headquarters personnel, and customers and suggests techniques and solutions to problems regarding the processing of fiscal data and documents.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
Experience with the coordination and administration of budgeting, financial activities, and program oversight of a program; AND
Experience with legislation, regulations, and guidance related to financial management and policies.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Financial Management (*) - Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization.
Budget Administration - Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems.
Communication (*) - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
