Duties

Provides administrative support and performs preliminary analyses on the organization, methods, and procedures for administrative support matters such as records, communications, documentation, Human Resources processes, correspondence, and other documentation. Conducts analysis regarding the effectiveness of commonly occurring functions and work processes; applies well established methods to perform quantitative or qualitative analysis that analyzes administrative systems, workflows, and reporting requirements and increases efficiency and effectiveness of business operations. Reviews and communicates information (for example, facts, ideas, or messages) in brief, clear, and organized manner; produces written information, which may include technical material that is appropriate for the intended audience. Applies understanding of business operations, practices and general understanding of policy to support daily administrative tasks of the operation, analyze administrative functions, and recommend changes as needed. Duties will be developmental in nature when filled below the full performance level. Physical Demands: No unusual physical exertion is required. Work Environment: Work is performed in a typical office setting.

Qualifications

All qualifications must be met by the closing date of this announcement-01/13/2025-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. Time-in-Grade Requirements: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments. Time-in-grade requirements must be met by the closing date of this announcement. To qualify for this position at the GS-7 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: Must have at least one (1) full year of specialized experience comparable in scope and responsibility to the GS-05 level in the Federal service for administrative and management positions (obtained in either the public or private sectors. Examples of qualifying specialized experience include but are not limited to: assisting with or performing basic analysis and evaluation of management activities, administrative operations, organizations, and/or programs to make recommendations for plans or suggestions to improve organizational efficiency and effectiveness; developing presentations, reports, briefings, or standard operating procedures for management; obtaining, compiling, and summarizing narrative information and data for use by analysts or supervisor; reviewing, applying, and advising others on management directives, policies, and/or administrative work processes; or similar administrative or program work that requires the application of analytical or advisory skills (exceeds technical or clerical duties). You must include hours per week worked. -OR- EDUCATION: Successful completion of at least one full year of graduate level education from an accredited college or university in a field directly related to the work of the position which provided me with the knowledge, skills, and abilities necessary to do the work of this position. (NOTE: You must submit copies of your college transcripts.) -OR- Successful completion of an equivalent combination of specialized experience and graduate level education described above, when combined, equals 100% of the total requirement. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. (NOTE: You must submit a copy of your transcripts.) -OR- Superior Academic Achievement: Successful completion of a bachelor's degree in a curriculum that is qualifying for this position as described above from an accredited college or university, and meets one of the requirements for Superior Academic Achievement based on the following: (1) class standing (upper third standing in the graduating class of a college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses); (2) grade-point average (3.0 or higher out of a possible 4.0) as recorded on the official transcript, or as computed based on 4 years of education, or (3.5 or higher out of a possible 4.0) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; (3) election to membership in a national scholastic honor society. To qualify for this position at the GS-9 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: Must have at least one (1) full year of specialized experience comparable in scope and responsibility to the GS-07 level in the Federal service for administrative and management positions (obtained in either the public or private sectors). Examples of qualifying specialized experience include but are not limited to: applying knowledge of the concepts, principles, and practices of qualitative and quantitative analysis to complete projects or studies; performing preliminary analysis and evaluation of policies, procedures, guidelines, and administrative processes to identify issues and resolve problems; carrying out studies of programs, functions, and work processes common to an organization (i.e. delegations of authority, routing of correspondence, work procedures, workload data, etc.); advising management on ways to increase organizational efficiency and effectiveness; conducting research of programs or issues and collecting and analyzing relevant statistics and data; identifying resources required to support program operations; or similar administrative or program work that requires independent analysis and evaluation (exceeds technical or clerical duties). You must include hours per week worked. -OR- EDUCATION: Successful completion of at least two years of progressively higher-level graduate education leading to a master's degree or a completed master's degree or equivalent graduate degree, from an accredited college or university in a field directly related to the work of the position which provided me with the knowledge, skills, and abilities necessary to do the work of this position. (NOTE: You must submit copies of your college transcripts.) -OR- Successful completion of an equivalent combination of specialized experience and graduate level education described above, when combined, equals 100% of the total requirement. Please note only graduate education in excess of one year (18 semester hours) may be used to qualify under this option. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. (You must submit a copy of your transcripts.) Examples of relevant fields of study for education requirements outlined above include Public Administration and Policy, Business Administration, Finance, and Organizational Development, or other fields related to the position. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
