Duties

The position assists the Budget Officer with oversight and technical direction for Grand Teton National Park & The John D. Rockefeller, Jr. Memorial Parkway's highly complex and evolving recreation fee program. Duties include: Responsible for project management or project implementation, including leading analysis of Federal Lands Recreation Fee Enhancement Act (FLREA) and Service-wide Comprehensive Call (SCC) performance data and evaluates the effectiveness of operating programs to provide technical services and reports to Park Leadership and Division Chiefs. Manages all aspects of formulating and executing the park's Recreation Fee Comprehensive Plan. This includes, but is not limited to, revenue forecasting, project review and analysis, process management and project execution, interdivisional collaboration and communication, coordination of Regional and WASO review, coordination and submission of the Park's SCC, revenue tracking, budget transfers, financial execution analysis, consultation on project design and development, and responding to various data calls and request for information. Analyzes and evaluates the effectiveness of commonly occurring functions and work processes present in line or operating programs (e.g., visitor services, interpretation, education, protection, security, natural resources, cultural resources, historic preservation, scientific research, special park uses, permitting, recreation fees, concessions, partnerships, leasing, facilities, maintenance, and housing) within a park or program to ensure that the project's operating plan is executed within budgetary limits. Develops networks and builds alliances; collaborate across boundaries to build strategic relationships and achieve common goals. Physical Demands - No unusual physical exertion is required. Work Environment - Work is performed in a typical office setting.

Qualifications

All qualifications must be met by the closing date of this announcement-09/23/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors.) Specialized experience is that which gives the applicant knowledge, skills, and abilities needed to perform the duties of this position. Experience at this level includes: analyzing project management status until completion; making recommendations to an organization's management team to resolve operational problems in a program or program support setting; working collaboratively with partners such as upper management to identify key metrics in project schedules; gathering, assembling, and analyzing data to prepare economic and or financial analysis for project managers; evaluating and adapting criteria to measure/improve project outcomes; providing trainings and briefs to an organization's leadership team at key milestones of a project; overseeing the project creation and submission of assigned projects; conducting surveys to determine programmatic compliance and assisting with planning, coordinating, and developing budget proposals and analyzing budget projections for program areas. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least three full academic years of progressively higher-level graduate education, a Ph.D. or equivalent doctoral degree in a directly- related field of study which has provided the knowledge, skill and ability necessary to do the work of the position. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. For example, I have 6 months of the specialized experience described above (50% of the experience requirement), and 45 semester hours (or 68 quarter hours) of directly-related graduate level college study in an accredited institution (50% of the qualifying education). You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
