The purpose of this position is to perform analytical and operational work in support of the Commercial Services Program.

Duties

Mount Rushmore National Memorial's multi-million-dollar concessions program consists of a food & beverage, a retail store, and a parking facility operation. The incumbent performs analytical and operational work in support of the Commercial Services work and contract management. Duties may include but are not limited to: -Applies relevant laws, regulations, policies, procedures, and contract provisions to monitor commercial service operations. -Reviews and evaluates required reports, programs, documents, and other data (e.g., annual maintenance plans, risk management programs, environmental management programs) to confirm compliance with terms and conditions of the contract. -Collects and monitors contractual, operational and safety performance data of concessioner. Monitors information to ensure the operator's actions comply with the terms and conditions of the contract.-Provides support for the development of prospectus documents, requests for proposals, requests for bids, reports, correspondence, etc. -Plans for, coordinates, and evaluates the work of large-scale contractors performing significant real property inventory and conditions assessments. Reviews and recommends approval of annual maintenance plans and compares against forecasted maintenance requirements and work completed. -Leads or participates in extensive commercial services planning to provide necessary and/or appropriate services through concession contracts and Commercial Use Authorizations (CUAs). -Reviews and tracks difficult and detailed financial matters e.g., Concession Facilities Improvement Program, maintenance reserves, franchise fees, CUA charges. -Interacts with internal and external stakeholders (e.g., concessionaires, regional office staff, legal advisors, external groups, public) to resolve differences and achieve NPS objectives related to a variety of difficult and complex commercial service issues. -Collects and monitors contractual, operational, asset management, and safety performance data of concessionaires. -Coordinates and conducts studies and analyses (e.g., market and financial feasibility studies, comparability studies) that are utilized in making informed decisions related to commercial services Duties will be developmental in nature when filled below the full performance level. Physical Demands: Concession facilities include multi-level parking garage, restaurants, retail facility warehouses, employee housing, and assigned land assignment. While most work is performed in an office setting, the position requires familiarity with park resources and concession facilities and services which may include walking, standing, and spending time outdoors in a parking garage and in the concessioner's land assignment. A current driver's license may be required. Working Conditions: For work conducted in the office environment, the risks include those typically found in an office environment. Normal safety precautions typical of such places should be observed (e.g., use of safe work practices with office equipment, avoidance of trips and falls,). Occasional travel within and away from the park area may be necessary for the purpose of attending training. For work conducted in the field, the risks involve those typical for visitors of the Park and may include exposure to the elements.

Qualifications

All qualifications must be met by the closing date of this announcement-01/10/2025-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: supporting management of a commercial use, concessions, special events, and/or other special park uses programs or other similar work. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least two full years of graduate level study leading to a master's degree, or master's or equivalent graduate degree that is directly related to this position and has provided the knowledge, skills, and abilities necessary to do the work of this position. Such fields may include business administration, economics, accounting, governmental budgeting, and public administration (Two years of graduate education is 36 semester hours or 54 quarter hours). You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. For example, have6 months of specialized experience equivalent to GS-7 and 1 year of graduate level education. This meets 50 percent of the required experience but none of the required education, since does not have any graduate study beyond that which is required for GS-7. Therefore, meets only 50 percent of the total requirement and is not qualified for the position. (The first year of graduate study is not qualifying for GS-9.). You must include transcripts. To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes providing advice and oversight to or about commercial service providers or similar third-party service providers, such as concessioners, leaseholders, and commercial use authorization holders that provide visitor service operations in a park, recreation industry, or similar environment. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least three years of progressively higher-level graduate education leading to a Ph.D. degree, or Ph.D. or equivalent doctoral degree in a field of study directly related to the work of this position. Such fields may include business administration, economics, accounting, governmental budgeting, and public administration. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. For example, I have 9 months of specialized experience equivalent to GS-9 and 2 1/2 years of creditable graduate level education in music. This meets 75 percent of the required experience and 50 percent of the required education, i.e., has 1/2 year of graduate study beyond that required for GS-9. Therefore, exceeds the total requirement and is qualified for the position. (The first 2 years of graduate study are not qualifying for GS-11.) (You MUST submit a copy of your transcripts indicating degree earned and credit hours in order to qualify based on education). You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
