The incumbent independently performs analytical and operational work in support of the Commercial Services Program, in areas such as: Legal Framework, Commercial Services Development, Monitoring and Evaluation, Data Collection and Analysis, Customer Service and Collaboration, Business Acumen, Negotiation, and Asset Management.
Duties
Mount Rushmore National Memorial's multi-million-dollar concessions program consists of a food & beverage, a retail store, and a parking facility operation. The incumbent performs analytical and operational work in support of the Commercial Services work and contract management.
Duties may include but are not limited to:
Applies relevant laws, regulations, policies, procedures, and contract provisions to monitor commercial service operations.
Reviews and evaluates required reports, programs, documents, and other data (e.g., annual maintenance plans, risk management programs, environmental management programs) to confirm compliance with terms and conditions of the contract.
Collects and monitors contractual, operational and safety performance data of concessioner. Monitors information to ensure the operator's actions comply with the terms and conditions of the contract.
Provides support for the development of prospectus documents, requests for proposals, requests for bids, reports, correspondence, etc.
Plans for, coordinates, and evaluates the work of large-scale contractors performing significant real property inventory and conditions assessments. Reviews and recommends approval of annual maintenance plans and compares against forecasted maintenance requirements and work completed.
Leads or participates in extensive commercial services planning to provide necessary and/or appropriate services through concession contracts and Commercial Use Authorizations (CUAs).
Duties will be developmental in nature when filled below the full performance level.
GS-11 will require Financial Filer for employment and financial interests.
Qualifications
All qualifications must be met by the closing date of this announcement-04/22/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for this position at the GS-9 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-7 grade level in the Federal service (obtained in either the public or private sectors). Examples of specialized experience include reading guidelines and contract language to determine program or contract requirements related to the management and administration of the Commercial Services Programs; performing basic analyses of collected data; providing support for developing documents related to business opportunities, such as, assisting in the development of prospectus documents, requests for proposals, and requests for bids for leases; reviewing financial reports for completeness and compliance with annual financial report instructions; drafting responses to routine inquiries and complaints from the general public; preparing routine reports using established templates; planning, coordinating and implementing simple projects, such as, real estate market studies and site visit evaluations; creating and disseminating written communication to a variety of audiences, and using software programs; such as, word processing, spreadsheet, or database (e.g., Excel, Access, Word, or similar operating systems). Showing the ability to monitor and evaluate a commercial services program within legal framework. You must include hours per week worked.

EDUCATION: Successful completion of at least two full academic years of progressively higher-level graduate education in a related field of study, or a master's degree, or equivalent graduate degree, or LL.B. or J.D. that is related to this position. You must include a copy of your transcripts.

Successful completion of a combination of education and experience as described above. For example, I have six months of the specialized experience described above (50% of the experience requirement), and 27 semester hours or 41 quarter hours of graduate education in a related field (50% of the qualifying education). Only education in excess of the first year may be used to qualify. The total must equal at least 100 percent to qualify. You must include transcripts.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
