You will serve as a SUPERVISOR PUBLIC AFFAIRS SPECIALIST in the STRATEGIC COMMUNICATIONS/MARKETING BRANCH, PUBLIC AFFAIRS OFFICE of PORTSMOUTH NAVAL SHIPYARD.

Duties
You will make oral presentations and/or train others to develop and deliver messages designed to obtain public input on program issues.
You will develop new information materials including news releases, fact sheets, brochures to drive Command initiatives and special projects.
You will independently plan and carry out projects as the key focal point for strategic communications, including resolving most issues.
You will be responsible for managing the overall strategic communications and marketing effort of the Command.

- You will be required to obtain and maintain a secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
To qualify for the GS-13:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience demonstrating expertise utilizing techniques and practices of marketing and strategic communications to develop and carry out high level, complex programs to a broad audience of interest.
Experience understanding sensitive matters such as radioactivity, radiation, asbestos, hazardous materials, and other emergency situations involving the Navy Nuclear Propulsion.
Experience developing written materials designed to convey information and persuade publics to adopt viewpoints on a variety of issues, including some that may be indifferent to the Command's point of view.
Experience establishing and maintaining effective working relationships with media through representatives, local community, and cultural groups.
