You will serve as a PUBLIC AFFAIRS SPECIALIST in the PUBLIC AFFAIRS OFFICE, SHIPYARD COMMANDER'S OFFICE of PORTSMOUTH NAVAL SHIPYARD.

Duties

You will determine through consultation, the various projects to be pursued in the broad areas of the Public Affairs program and the time-frames for meeting objectives. You will arrange for Shipyard representatives to speak to local civic or service groups and inform local community of activities through various available media. You will notify the supervisor of any potential problems that may reduce program effectiveness and offer corrective recommendations. You will exercise resourcefulness and initiative in using different approaches or strategies in handling new and unique issues and situations requiring various communication methods.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: - Experience planning, directing, coordinating, implementing, and evaluating projects and assignments that support the mission of the Congressional and Public Affairs Office. - Experience applying a variety of analytical techniques in gathering, analyzing, and evaluating complex data and developing appropriate recommendations for the Shipyard Commander's consideration. - Experience developing recommendations for improvement of the public affairs program based on the analysis of feedback from affected or interested audiences. - Experience following the guidelines, which include departmental and agency policies and directives, public affairs manual and previously encountered issues. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: - Experience establishing and maintaining effective working relationships with local and national media representatives and community groups. - Experience setting the objectives, policies, and programs for the public affairs activities. - Experience writing a variety of articles, new releases, and speeches in conveying information and to providing clarification of the Shipyard's operations, programs and activities to specialized audiences and the general public. - Experience making oral presentations to various internal and external groups informing them of programs, objectives, and activities. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11 Position

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
