This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DIB MRTFB to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located at the Hawthorne Army Depot supporting the oversight of the Facility Contract Security Plan.
Duties
Monitor the Operating Contractor to ensure they meet the security requirements established in the facility contract
Carry out the contract surveillance plan by inspecting and reporting on physical security operations, personnel security operations, operations security program, anti-terrorism/force protection program, and law enforcement support programs.
Prepare security inspection reports by consolidating data from higher graded specialists and own analysis and preparing final documents for signature and/or approval.
Prepare reports to present to the Security Officer on the operations along with any corrective actions taken to ensure compliance and efficiency.
Draft and/or consolidate Serious Incident Reports, Suspicious Incident Reports, Commanders Critical Information Reports, and other reporting incident reports for the Security Officer.
Exercise supervision over the DACP Officers and provides technical guidance relating to security concepts and procedures.
Plan, coordinate and supervise the work of the DACP officers in charge of the NCIC-III visitor control center.
Assign work based on priority, available personnel, expertise, and current workload.
Requirements
- Shift work may be required and overtime as needed. This may include nights, weekends, and holidays. The incumbent must be willing and able to perform “on-call” work, as necessary.
- Per the following Army Regulations, 190-14, 190-56, and HQDA Executive Order 033-15 Installation Access (Directed Actions), the employee must:
- Undergo and pass annual physical examination.
- Graduate from a 9-week U.S. Army Military Police School (USAMPS), Department of Army Civilian Police Academy.
- Graduate from the Law Enforcement Supervisor Course
- Pass entry-level and annual re-certification of Department of Army Police Physical Agility Test (PAT).
- Performan and pass weapons qualifications test and maintain required regulatory certifications (e.g. use of pepper spray, baton handling, smoke/percussion grenade use, less than lethal, TASER, shotgun, etc.)
- Maintain certification on the following law enforcement systems: NCIC-III, Incident Command System (ICS), and Army Law Enforcement Reports and Tracking (ALERTS)
Obtain and maintain certification to operate the NCIC-III terminal.
- Be able to operate in chemical protective (CBRNE) gear for extended periods of time
Obtain and maintain certification of a RADAR (speed control) device.
- Pass a semi-annual written Use of Force examination.
- Wear a uniform and regulatory required associated gear (to include body armor).
- Be able to obtain and maintain an Individual Reliability Program certification.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: Reviewing requests for personnel or facility security clearances to assure that all required information is provided. Reviewing reports of personnel investigations to identify the presence or absence of derogatory information. Performing Law Enforcement duties such as; enforcing military, federal, and or state laws and regulations. Using an automated system to search criminal history records. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Security Administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
