This position is part of the Defense Security Cooperation Agency. he incumbent will be responsible for Providing program management oversight, policy interpretation, technical advice, and guidance on high-priority Security Assistance (SA) programs; developing and coordinating FMS proposals and Congressional notifications; applying knowledge of command operations, national policies, and defense issues in Security Cooperation (SC) programs; and distributing tasks within the team.
Duties
As a Lead Security Assistance Analyst at the GS-0301-14 some of your typical work assignments may include:
Serves as a Lead Security Assistant Analyst, for the Congressional Notification (CN)Team, with responsibility for managing Security Cooperation (SC) priorities across the DoD, recommending, and executing Security Assistance (SA) process improvements, and monitoring the implementation of SA programs within the DoD.
Responsible for developing, promulgating, and monitoring policies, procedures, and special projects that ensure SA programs operate in an effective and responsive manner throughout the DoD.
Provides oversight and insight for coordination of (Foreign Military Sales)FMS sales forecasts that are used when making policy and program decisions, as well as congressional budget presentations.
Develops and implements policies and procedures to assure proper handling of sensitive aspects of approved FMS programs, such as agent fees, sole source procurement policies, special pricing arrangements, expedited delivery commitments, and the release of advanced technology to foreign governments.
Communicates assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion; coaches the team in the selection and application of appropriate problem-solving methods and techniques.

- This position is designated as a Testing Designated Position (TDP) under the civilian Drug- Testing Program.
- The employee must be able to obtain and maintain Non-Critical Sensitive/Secret security clearance.
- The employee may be required to work other than normal hours, which may include evening, weekends, and/or holidays and/or overtime.
- Work may require travel away from the normal duty station on military or commercial aircraft.
Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Providing program management oversight, policy and regulation interpretation, technical advice, and procedural guidance on high-priority Security Assistance (SA) programs;
Developing, coordinating and implementing Foreign Military Sales (FMS) proposals and Congressional notification;
Applying knowledge of command operations, national policies, defense issues, and political situations to support Security Cooperation (SC) programs; and
Identifying and distributing tasks throughout a team.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384 and Security Cooperation Certification Program 2.0 requirements. Requirements for Proficiency Level 2 - At least 1 year of successful SC work experience with a performance appraisal rating of 3 or better. Incumbent must complete DoD SCW Practitioner level certification requirements within two years of entering the SC position. In addition, 60 hours of continuing education (CUE) every two years.

Substitution of education may not be used in lieu of specialized experience for this grade level.
