The position, located within the Deputy Commandant for Information, serves as the ICD-705 Expansion Task Force Lead in all matters related to the expansion of Intelligence Community Directive 705 compliant facilities necessary to execute Force Design 2030 capability requirements. The incumbent is responsible for the execution of ICD-705 solutions by coordinating with stakeholders for the required synchronization, resourcing, and oversight to ensure solutions meet Service needs and schedule.
Duties
You will execute project management responsibilities of all existing, planned, and future ICD 705 facilities in the Marine Corps, as articulated in the October 2023 MROC decision.
You will provide day to day leadership for the ICD-705 Expansion Task Force.
You will plan, organize, and oversee projects from inception through accreditation, ensuring plans are created and executed and projects are delivered on time to key stakeholders.
You will ensure coordination of all programs and projects necessary to successfully achieve ICD-705 accreditation.
You will design and execute the organizational assessment necessary to develop and integrate future classified warfighting capabilities at scale across the DOTMLPF-P to enable Force Design objectives in perpetuity.
You will design and implement the schedule of staffing/coordination activities required to update the Assistant Commandant and Commandant at least quarterly on the status of Task Force outcomes.
You will identify manpower and training requirements for the non-mission focused facility security and maintenance personnel needed to maintain accreditation over the life cycle of a facility, regardless of type.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position has been designated by the Department of the Navy as a Testing Designated Position (TDP) Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing.
Qualifications

MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.)
1. Expertise in the accreditation of secured facilities based on ODNI and OUSD I&S policies.
2. Possesses a broad background of detailed knowledge of facility management and special security policy.
3. Possesses a broad background of detailed knowledge of Marine Corps civilian and military manpower policies.
4. Highly developed skills in writing, developing, and publishing position papers, scenarios, and materials for internal and external to USMC audiences.
5. Ability to comprehend and synthesize complex and diverse correspondence, document, and technical information to produce written material that is concise and well-organized.
