The incumbent performs a variety of complex duties and assignments in support of the formulation, allocation, utilization, analysis, and reporting of financial resources necessary to accomplish the mission responsibilities of the state, area and field offices of NRCS.

Duties
Implements the state budget allocation; determines actions necessary to execute budget plans; provides input and recommendations, adjustments to budget plans or reprogramming of funds.
Interacts and communicates with headquarters, state, area, and field offices and national team members.
Prepares a variety of reoccurring and non-reoccurring reports for presentation; Researches, reviews written materials.
Monitors status of funds and performing ongoing analysis of budget plans and expenditures.
Develops recommendations for new or revised procedures and controls and corrective actions or methods to improve financial management effectiveness and efficiency.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.Time in grade: Applicants must have completed at least 52 weeks at the next lower grade (or equivalent) (e.g. 52 weeks at the GS-9 for the GS-11; 52 weeks at the GS-11 for GS-12).Specialized Experience (GS-11): To qualify for the GS-11 level, you must possess at least one year of specialized experience equivalent to the GS-09 level or higher in Federal service, or comparable experience not gained through federal service, that has equipped you with the necessary knowledge, skills and abilities to successfully perform the duties of this position. For this position, examples of specialized experience include:
Performing routine financial analysis reporting and information management functions;
Researching and providing advice, assistance and guidance on financial resources management;
Assisting with projecting budget needs and tracking expenditures; OR
Substitution of education in lieu of specialized experience for the GS-11 level: Three year(s) of progressively higher-level graduate educationleading to a Ph.D. or Ph.D. or equivalent doctoral degree in business administration or directly related discipline, from an accredited college or university; OR
Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.
Specialized Experience (GS-12): To qualify for the GS-12 level, you must possess at least one year of specialized experience equivalent to the GS-11 level or higher in Federal service, or comparable experience not gained through federal service, that has equipped you with the necessary knowledge, skills and abilities to successfully perform the duties of this position. For this position, examples of specialized experience include:
Projecting budget needs and potential budget surpluses, drafting budget plans, tracking expenditure, managing budget planning tools;
Providing guidance and assistance in projecting, planning, allocating, and executing financial resource;
Analyzing financial information to confirm proper execution of funds in accordance with rules and regulations; monitoring financial systems to ensure funds are properly allocated and obligated as apportioned in support of management objectives;
Coordinating internal controls processes and financial audit activities
