The Transportation Finance Manager works to enhance the Federal Highway Administration’s (FHWA) stewardship and oversight of the Federal-aid Highway Program by ensuring accountability of Federal funds and achieving organizational excellence in delivering the program. The candidate will provide management advice to division office staff, State and local transportation agencies, and other transportation partners.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12 and it must include:
Experience conducting reviews and/or audits of financial programs such as financial integrity reviews to ensure expenditure of funds in accordance with regulatory or legal requirements; AND
Experience providing technical advice on cost accounting and billing procedures for financial programs such as developing procedures, policies, and internal controls.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Principles of Accounting - Knowledge of generally accepted accounting principles, standards, and practices.
Financial Management - Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization.
Federal Funds Processing - Knowledge of methods and procedures for processing direct and reimbursable program funds (for example, automatic and funded reimbursements, interagency agreements, transfer appropriations), grants, loans, and credit programs.
Manages and Organizes Information - Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods.
