Duties
Responsible for pre-award and post-award contracting functions for high dollar value products.
Direct the work of contract specialist engaged in the performance of contract awards.
Perform the necessary contract management activities consistent with the Federal Acquisition regulation guidance and contractual agreements
Interpret contract provisions of contractors to defend all actions taken.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must file financial statement.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Certification within 36 months of entrance on duty.
- Must be able to obtain and maintain a Secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly

Basic Requirement for Contract Specialist, 1102 series:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
OR
Education: PhD or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Accounting, Management.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1). Resolving issues and/or problems to ensure the successful execution of contracts and contract awards/modifications/negotiations; 2). Executing acquisition planning, delegating workload assignments, management and accountability; 3.) Managing supply, service, and construction contracts using firm fixed price and cost reimbursable contracting methods; and 4). Cradle to grave contract experience with pre and post awards.. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12).

Education cannot be substituted for experience.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
