About the Position: This position is within the U.S. Army Mission and Installation Contracting Command. Their mission is to provide World Class products and logistics support. This position will exercise full range procurement analyst service.

Duties

Serves as a Category Manager Team Lead for Mission and Installation Contracting Command (MICC), Contracting Operations (CONOPS) Directorate, Field Support Division. Assesses, plans, and formulates strategic direction for resolution of procurement issues, policies, and procedures Defines, integrates, and implements strategic direction for division programs areas of focus. Initiates innovative solutions, actions, and methodologies to resolve issues. Oversees, establishes, and defines division focus on challenging procurement issues. Works with subordinate team/project leads to resolve problems affecting division programs or special projects. Makes decisions on work problems presented by subordinate team/project leads. Collaborates with s chiefs, supervisors, managers, and other activities to negotiate, decide on, and coordinate work-related changes affecting other activities. Participates in or conducts conferences, staff studies, etc. pertaining to overall management and programming, mid and long-term planning for acquisition activities. Studies and recommends to the HQ MICC Commanding General (HQ CG,), Deputy to the Commanding General (DCG), Mission and Installation Contracting Command, Contract Operations Director (MICC CONOPS). Serves as a principal advisor to the SCO and HQ MICC leadership on acquisition functions within the MICC, procurement directorate, and subordinate contracting offices. Evaluates the overall performance of subordinates. In consultation with subordinate team and project leads, plans work operations, sets priorities, and establishes objectives. Reviews evaluation input made by subordinate team/project leads of other employees on work and administrative matters.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • Formerly Senior Level 3. Selectee must meet position the Contracting Functional Area requirements for "DoD Contracting Professional" within 36 months of entrance on duty.
  • Unless waived by the appropriate Army official, or if the employee is Grandfathered under 10 U.S.C. 1736 (c) (1), Selectee must be an Acquisition Corps (AC) member at the time of permanent selection for the position or have been granted a waiver

Basic Requirement for Procurement Analyst: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: Executing Acquisition policy in a large geographically dispersed organization; performing operational planning of high dollar value contracts; reviewing the effectiveness of Contracting Operations through the use of data analytics; assisting with the implementation of contracting policies to assure compliance with statutory and regulatory acquisition directives and guidance; overseeing the daily operations of contracting/acquisition operations through various methods (i.e., team leads, committee chairs) to ensure efficiency; developing plans to effectively utilize contractual/acquisition resources to accomplish the organization's goals for the personnel management of contracting/procurement staff. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03). This position is subject to a base salary control point equivalent to GS-14 step 10 ($104,604-$135,987). The total salary range for this position is $123,945 to $161,131. If the incumbent's salary currently exceeds the stated salary control point the incumbent's salary control point will be set at the incumbent's existing salary
