This position is part of the Office of the Secretary of Interior, Office of Natural Resources Revenue (ONRR), Audit, Compliance & Outreach, Indian Audit & Compliance, Indian A, Indian A Team 1. The position will be filled in one of the following locations:

Duties
Obtains audit evidence that is sufficient, competent, and relevant to provide a basis for audit findings and conclusions; gathers information for compliance reviews and performs detailed analysis.
Prepares audit programs for the company being audited or reviewed by using different accounting approaches and procedures, consults with company personnel, and evaluates the internal controls to determine the reliability of royalty reporting.
Prepares accurate and complete audit documents such as engagement letters, preliminary determinations, orders, audit reports, and/or bills with supporting documentation including relevant statutes, lease terms, regulations, and policies.
Accesses and analyzes reference and ONRR system data, to ensure reasonable compliance with mineral royalty and production reporting in accordance with current laws and regulations, and internal procedures and policies.
Communicates verbally or in writing within the Department and ONRR, industry, Federal, State, and Tribal agencies.
- Maintains Continuing Professional Education (CPE) credentials as required.
Qualifications
All applicants for this position must possess one of the following basic requirements:
A. Bachelor's Degree: Accounting, Auditing; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor."
OR
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level (i.e. GS-9) in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

At the GS-07 level, you must meet one of the following qualifications:
A. One (1) year of successfully completed graduate-level education (18 semester hours, 27 quarter hours or the equivalent) in auditing, accounting, or other directly related field of study if it provided the knowledge, skills and abilities necessary to do the work of this position. The education must demonstrate the knowledge, skills, and abilities necessary to do the work;
OR
B. Have a Bachelor's degree with Superior Academic Achievement
Superior Academic Achievement (SAA): If you are claiming SAA, you must submit documentation by the closing date of the announcement showing that you have successfully completed all requirements for a bachelor's degree AND meet one of the following requirements:
1. A grade point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.
2. A grade-point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study.
3. Rank in the upper one-third of your class in the college, university, or major subdivision.
4. Membership in a national honor society (other than freshman honor societies) recognized by the association of College Honor Societies. Note: If more than 10 percent of your courses were taken on a pass/fail basis, your claim must be based on class standing or membership in an honorary society;
OR
C. One year of specialized experience equivalent to the GS-05 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes gathering and assembling documentation for use in audits; and/or examining financial documents, reports, and data for completeness and accuracy.

D. A Combination of education and experience as listed above.
At the GS-09 level, you must meet one of the following qualifications:
A. Two (2) years of progressively higher-level graduate education (36 semester hours, 54 quarter hours or the equivalent) leading to a master's degree in auditing, accounting, or other directly related field of study that provided the knowledge, skills and abilities necessary to do the work of this position.
OR
B. One year of specialized experience equivalent to the GS-07 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes applying laws, regulations, policies, and auditing procedures to resolve basic problems relating to audit and compliance work.

C. A Combination of education and experience as listed above.
At the GS-11 level, you must meet one of the following qualifications:
A. Three (3) years of progressively higher level graduate education (54 semester hours, 81 quarter hours or the equivalent) leading to a Ph.D. degree in auditing, accounting, or other directly related field of study if it provided the knowledge, skills and abilities necessary to do the work of this position.
OR
B. One year of specialized experience equivalent to the GS-09 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes participating in identifying, analyzing, and resolving issues affecting compliance with laws or regulations related to accounting including analyzing system data in an accounting or auditing capacity.

C. A Combination of education and experience as listed above.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
