This position is part of the Office of Natural Resources Revenue, Audit Management, Outreach Audit Services & Indian-State Support, Audit Support. Position will be filled in one of the following locations. Location salaries: Dallas, TX - $112,341 to $146,047 Houston, TX - $119,254 to $155,034 Lakewood, CO - $114,970 to $149,465 Oklahoma City, OK - $103,409 to $134,435 Tulsa, OK - $103,409 to $134,435

Duties

Provide direction/guidance in performing audits Provide technical expertise/review/analysis involving compliance reviews and audits Interpret and apply lease terms, laws and regulations Prepare written documents/reports/analyses/presentations Provide advice/recommendations to improve internal and external programs Coach team on problem solving techniques, and work methods, practices, and procedures. Assist in identifying viable solutions. Train or arrange for training of team members

Qualifications

All applicants for this position must possess one of the following basic requirements: A. Bachelor's Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level (i.e. GS-9) in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. At the GS-13 level, you must meet the following qualification: One year of specialized experience equivalent to at least the GS-12 level. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. Examples of specialized experience for this position include: performing audits that comply with Generally Accepted Government Auditing Standards; independently planning and conducting complex audits; demonstrating thorough knowledge of audit standards; communicating complex and/or controversial audit issues related to oil and gas and/or minerals; justifying conclusions reached and recommending courses of actions developing or modifying methods and techniques. The applicant must have experience in auditing techniques applied to the oil and gas and/or minerals industry. Applicants must carefully review the information in the "How You Will Be Evaluated" section for important information and instructions pertaining to the multi-hurdle assessment process for this position. Only experience and education obtained by the closing date of this announcement will be considered. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
