This position is located in the Program Management Office (PMO), Program Control (PC) for the Electronic Health Record Modernization Integration Office (EHRM-IO), within the Office of the Deputy Secretary of VA (DEPSECVA) and serves as a Supervisory Program Specialist (Acquisition/Task Order Management) providing technical authority and managing facets of IT dependent acquisition/ task order management operations for the program.

Duties
MAJOR DUTIES include but are not limited to:
Responsible for supporting the activities of the organizations within the pillar to support strategic planning, tactical planning, project execution, operations, administrative, fiscal, and acquisition.
Oversees assigned workflow related to IT-related and Acquisition/task order management activities within the team.
Exercises management/oversight of assigned contracted related activities in support of the delivery of Electronic Health Record (EHR) sustainment support activities (as outlined in the EHR Contract).
Performs duties as Contracting Officer Representative (COR) for the EHRM-IO contract and is assigned to Program Control.
Maintains an in depth, current knowledge of management policies and practices, fiscal and acquisition management policies, and practices, to provide direction and assist with resolving complex issues involving resolution of IT infrastructure and operations of contract and Task management.
Plans the work to be accomplished by the unit, assigns work to employees, and establishes production or quality standards for the unit's work.
Work Schedule: Monday-Friday 8:00am-4:30pm Tour of duty will be determined based on organizational needs.
Compressed/Flexible: Available at the Manager's Discretion.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position is eligible for telework up to 50% each pay period.

Travel Required: Up to 25% travel may be required as needed for this position.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/06/2025.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. This position has a Selective Placement Factor: The Selective Placement Factor for this position is: At least one year of experience at or equivalent to a GS-13 functioning independently as a Supervisory Contract Specialist, Supervisory Contract Auditor, Contract Administrator, Contract Officer, Supervisory Acquisition Specialist or Supervisory Acquisition Program Manager.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Supervisory work involved with strategic planning, tactical planning, project execution, operations, administrative, fiscal, acquisition, staffing, and communications to ensure commitments are met.

Physical Requirements: The work is primarily conducted in an office setting involving everyday risks or discomforts. The nature of the work is mostly sedentary and does not require any special physical requirements. They may encounter some physical effort, such as standing, walking, bending, lifting (computer equipment and/or office supplies), or sitting. The work often requires long hours to meet program deadlines and to devise corrective action and solutions. Due to the nature of the work (complex, high-profile), unexpected situations may occur that could cause mental and/or physical stress, e.g., management crises, or any action that becomes high-priority and requires immediate attention. The work requires up to 10% of overnight travel using common transportation methods, i.e., plane, car, and/or train.
