This position is located in the Department of Homeland Security (DHS), U.S. Coast Guard (USCG), Office of Judge Advocate General & Chief Counsel (CG-094) Office of Information & Intel Law (CG-0942)
Duties
As an Attorney-Advisor (General), you will serve in the Office of Information and Intelligence Law (CG-LII) and provide legal advice to the Freedom Of Information Act (FOIA) Division within the Coast Guard Office of Privacy Management (CG-6P) and is also responsible for advising senior Coast Guard attorneys and program officials involved in information governance and management.
Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
Advises on requests for access to information or release of Coast Guard records under the Freedom of Information Act and the Privacy Act.
Conducts legal reviews of FOIA and Privacy Act cases for the FOIA Division within the Office of Privacy Management
Provides legal support in establishing strategy, policies, program documents and requirements to guide the successful agency-wide implementation of FOIA requirements.
Advise on laws addressing collection, protecting, release, and disseminating information (Information Governance), including the Freedom of Information Act (FOIA), the Privacy Act, the HIPAA, Sensitive Security Information (SSI), policies and regulations related to Controlled Unclassified Information (CUI)/Sensitive But Unclassified (SBU) information.
Prepares cases and matters for administrative review.
Prepares Legal Research, Reports, and Opinions
Serves as Attorney Liaison for FOIA and other Information Law Issues
Qualifications
Basic Requirement for all grade levels:
1. You must be a graduate with a Juris Doctor (J.D.) degree or equivalent from an accredited law school;
AND
2. You must have bar membership in one of the 50 states, Washington, DC, Puerto Rico or the US. Virgin Islands.
Minimum Requirements:
The minimum qualifications for hiring at each grade level (or equivalent) are as follows:
GS-13: Applicants at the GS-13 level should have at least two years of professional legal experience in a government agency, private sector entity, or non-profit organization.
GS-14: Applicants at the GS-14 level should have at least three years of professional legal experience in
FOIA requirements, Privacy Act, HIPPAA, and Sensitive Security Information (SSI) policies and regulations related to Controlled Unclassified Information (CUI)
AND
To qualify for the GS-14 level position, must: have successfully completed at least one full year of professional legal experience as a practicing attorney equivalent to the GS-13 level in the Federal service, as reflected in the nature and complexity of case work and legal issues for which responsible, the level of responsibility exercised, and the degree to which such experience equipped the applicant with the particular knowledge, skills, and abilities required to successfully perform the duties of this position.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education Requirements:
This position has a positive education requirement.
All Candidates must possess a J.D. or LL.B degree from an accredited law school; AND, must be a member in good standing of the appropriate licensing authority of any state, territory of the United States, Commonwealth of Puerto Rico or District of Columbia bar.
