This position is located in the Operations Data Engineering & Visualization (ODEV) section for the VISN 8 Network Office, Tampa, FL and reports to the VISN 8 Network Office Health System Administrator (Assistant Director). This position supports VHA (non-IT) information systems operations and applications for all VHA non-IT systems in VISN 8 working with sites to develop project requirements and support for VISN-wide applications, equipment set-up and support and consultation.
Duties
Duties include, but are not limited to:
Management of Microsoft Network, including the creation of user accounts, software updates and reliability engineering.
Responsible for assisting in the delivery of information systems support to facilities and VISN Governance/Executive Committees for projects and review of planned initiatives where technology may be required.
Installation and revision of application packages for specific use by the facility.
Provides training to staff for all new and existing packages and provides updates to installed equipment and software packages.
Trains staff at the facility in day-to-day operations of both software and hardware.
Monitors the Local Area Network (LAN) and HUBS, troubleshoots and repairs, as required.
Develops and implements network backup and contingency procedures.
Analyzes functions of the system in use or to provide possible system improvement.
Analyzes hardware and software and suggests layout for optimal network performance.
Provides continuing technical assistance to computer users and agency, with respect to the management and operation of the computer system.
Installs and troubleshoots LAN network and Ethernet, loads, and revises applicable software packages.
Analyze and synthesize data from diverse data sources, and to produce and display reports in a variety of formats.
Assists in development and implementation of systems to assist the VISN in providing oversight and processes in the areas of human resources, workforce development and succession management.
Research, learn, and apply a wide range of qualitive and/or quantitative methods to identify, assess, analyze, and improve team effectiveness, efficiency, and work products.
Assist in designing and developing national tools and knowledge products, including surveys databases report and applications.
Incorporates servers, printers, bridges, routers, communications equipment and other hardware into the network as needed to maintain performance to ensure micro-mini connectivity.
Analyzes end user problems to determine if they are caused by user error, hardware failure or software malfunction, and takes appropriate action to resolve problems.
Responsible for identification of information needed to manage critical aspects of field operations and design and development of information, analytical studies, and data templates.
Work Schedule: Monday thru Friday, 7:00am - 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/03/2025.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Develop and implement network backup and contingency procedures.
Install, monitor, troubleshoot and repair Local Area Network (LAN), Ethernet, and HUBS.
Development and implement systems to assist in providing oversight and processes in the areas of human resources, workforce development and succession management.
Research, learn, and apply a wide range of qualitive and/or quantitative methods to identify, assess, analyze, and improve team effectiveness, efficiency, and work products.
Code and debug program logic.

Physical Requirements: The work is primarily sedentary, although the work includes some walking and carrying of light- to medium-weight items such as reports and manuals. The work often requires long hours to meet project deadlines and devise corrective action and solutions to unexpected technical and/or management crisis resulting in highly stressful work situations. The incumbent is expected to be in occasional travel status and participate in some overtime work at night and on weekends while working on VISN, National and local projects.
Work Environment: Work is typically performed in an adequately lighted and climate-controlled office. The work environment involves the normal risks and discomforts typical of administrative work in a medical care delivery setting.
