This position is in the Human Capital Division (HCD), Financial Directorate, United States Mint. The HCD is responsible for implementing Mint-wide and Division policies, employee programs, and activities in all aspects of human resources management and administration. The Division ensures policies and programs implemented, result in fair, consistent, efficient and effective workforce management strategies.
Duties
As a Supervisory Human Resources Specialist, you will:
Develop and manage the implementation of HR policies in support of Mint organizational design, classification, position management, and compensation management requirements.
Establish policies that demonstrate an in-depth understanding of human capital/human resources decisions and precedents with Mint-wide impact.
Serve as technical expert and supervise staff while providing authoritative information.
Analyze and evaluate current series and positions within the general schedule, federal wage system and Treasury Rate (TR) system in support of the Mint's strategic goals and objectives.
Review proposed legislation, standards, or Department of the Treasury policies to assess the projected impact on the Mint and any of the assigned program areas.
Qualifications
You must meet the following requirements within 14 days of the closing date of this announcement.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Selective Factor You must have experience in building, establishing, and standing up a full Classification Program to include expert skill in developing position descriptions, Standard Operating Procedures (SOP)s, and directives, and conducting position reviews and desk audits, preparingfinal classification and Fair Labor Standard Act (FLSA) determinations
For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13grade level in the Federal service. Specialized experience for this position includes:
-experience applying classification law, theories, principles, and practices with an understanding of the full range of interrelationships of human resources management programs sufficient to provide integrated solutions to position classification problems/issues. AND
-experience applying communicative techniques in order to meet and deal tactfully and persuasively with others to resolve issues which are often controversial and sensitive in nature and to maintain harmonious relationships with all parties. Expert skills in consulting and facilitation techniques and methods.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13level for 52 weeks.
