Duties
As a/an Management Information Specialist, you will:
Manage information system investments relating to Housing applications and ensure the compliance of Housing systems with federal information security and financial management requirements.
Provide support to the Office of Housing Counseling in special studies and plans relating to Housing information systems and audits, coordinating with other Housing offices, the Office of the Chief Information Officer, the Office of the Chief Financial Officer, and other Housing and Urban Development (HUD) offices and external entities that participate in the management of HUD's systems.
Analyze and apply complex regulatory guidance and standards affecting Housing operations and system management and communicate rapidly and effectively in writing, in presentations and in other oral communications to coordinate with the other Housing and HUD offices, HUD business partners, and audit and oversight organizations that participate in the management of Housing systems.
Arrange and lead meetings and conference calls with program managers and other responsible officials to discuss ongoing and future IT requirements and system issues. Included within the area of responsibilities are problem identification and analysis, procedural and operating instructions, cost studies, forms design, programming techniques and practices, input and output definitions, etc.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
Providing technical advice and guidance on data processing projects and software issues affecting the program office; AND
Conducting analysis of systems to determine the nature of system requirements and whether or not new systems or enhancements should be developed; AND
Developing and implementing data processing methods and techniques which are utilized in management information activities.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
