You will serve as a Supervisory Quality Assurance Specialist (SHIPBUILDING) in the Site Director's Staff, Inactive Ship Maintenance Office (INACTSHIPMAINTO) of NAVSEA INACTSHIPMAINTO PEARL.

Duties

You will be responsible for administering the primary operational requirements to include the inactivation, maintenance, and disposal of Inactive Fleet assets and the development, administration and operation of assigned Quality Assurance Plans. You will monitor Contractor performance at the Inactive Fleet site. You will serve as the Alternate Contracting Officer's Technical Representative (ACOR}. You will be responsible for the administration and operation of assigned Quality Assurance Plans to monitor contractor performance at work sites throughout the Pacific Coast area. You will provide technical guidance and data to Contractor to perform tasks outlined by the Technical Direction Letter/Work Order. You will inspect Government Furnished Property/Government Furnished Equipment to ensure that Contractor maintenance is performed as specified in Contract and Preventive Maintenance Schedules. You will perform quality assurance evaluations of the Contractor's safety, environmental, and hazardous material programs. You will provide forecast data on vessel and equipment maintenance to assist the Budget Analyst in preparing the annual budget. You will employ appropriate techniques for measuring the efficiency of production activities associated with the ships and job orders being monitored. You will analyze production reports and schedules, manning curves, and material schedules prepared by the Contractor. You will serve as the primary point of contact for coordination of ship cannibalization and stripping efforts. You will be responsible for the administrations of all planning and workload requirements associated with the inactivation, maintenance, and disposal of ships and craft assigned to. You will review Contractor prepared reports such as the Hull Status Report and Material Readiness Report to assure adherence to Contract. You will submit Specification Codes and Technical Direction Letter/Work Order form for Site Director's approval. You will be responsible for conducting management control review/vulnerability assessments within area of assigned responsibility, in a timely, efficient manner

Requirements

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-02 (GS-11 Equivalent), in the Federal service or equivalent experience in the private or public sector providing guidance on quality assurance inspections, assessments, reviews, audits, or surveillance to ensure compliance with established quality controls for the inactivation, maintenance, or disposal of naval ships or crafts.
