This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-2 broadband level encompasses positions equivalent to GS-5 through GS-11.
You will serve as a Quality Assurance Specialist in the On-Site Maintenance Office of the Inactive Ship Maintenance Office in either Bremerton, WA or Waipahu, HI.
Duties
You will be responsible for the administration and operation of the Quality Assurance Program in order to monitor/review the Contractors performance in accordance with the requirements of the contract.
You will develop and execute Quality Assurance Plans for assuring Contractor compliance with the terms of the Contract.
You will review and update assigned QA plans on a semi-annual basis to assure all necessary changes are made.
You will perform scheduled and unscheduled inspections of the Contract site for condition of vessels and effectiveness of the Contractor's quality control and inspection programs.
You will perform in-progress inspections of Contractor workload and acceptance inspections of work completed by the Contractor.
You will provide discrepancy reports to Contractor on discrepancies requiring corrective action.
You will assist in performing quality assurance evaluations of the Contractor's safety and environmental programs to include review of SINKex and disposal packages.
You will conduct periodic inspections of Government furnished property/Government furnished equipment to ensure Contractor maintenance is performed as specified in the contract.
You will provide technical guidance and accompany the Contractor when receiving new vessels for acceptance inspections and for disposing of vessels when authorized by the Chief of Naval Operations (CNO).
You will plan, develop, and maintain the Inactive Ship Maintenance Office Safety, Occupational Health and Environmental Programs.

- You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least three years of general experience, one year of which was equivalent to at least the GS-4 grade level or pay band in the Federal service or equivalent experience in the private or public sector. General experience must demonstrate the following: in fields such as quality control, quality inspection, contracting and purchasing, supply and storage, industrial or production planning, research and engineering, maintenance, and test and evaluation that provided (1) familiarity with quality assurance or related work, (2) pertinent product or process knowledge and skill, (3) ability to interpret and apply contract requirements and engineering specifications, and (4) skill in dealing with others in person-to-person work relationships.

Education
In lieu of general experience, you may qualify with the following education or combination of both education and experience:
- Successful completion of a full four-year course of study leading to a bachelor's degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.; OR
- A combination of experience and education as described above that equates to one year of experience.
