This position is located in the Made in America Office (MIAO). The incumbent serves as a policy analyst, responsible for providing analysis on government policies within the areas assigned. The incumbent is provided with complex assignments and responsibilities in performance of duties. Duties

As a Policy Analyst, GS-0301-13/14, your typical work assignments may include the following: 1. Serves as a Desk Officer (policy analyst) with policy related experience in the area of pertinent federal government laws and regulations. Incumbent serves as a primary subject matter expert for assigned areas of responsibility. Conducts analyses of regulations and/or regulatory policy to identify significant economic, scientific, industrial policy, and legal issues, with emphasis on costs and benefits, and alternative regulatory approaches. 2.Initiates and performs high level objective qualitative and quantitative analysis of portions of complex policy and/ or economic issues to inform decision making. 3. Leads the development and presentation of recommendations to higher-level decision makers. Independently drafts and presents both succinct and more in-depth written products to describe and summarize complex analyses, policy options and implications, and recommendations for audiences with differing levels of expertise. Leads development and implementation of strategies to improve the effectiveness of government regulatory policies. 4. Reviews and interprets pertinent subject-related directives, proposed legislation, and policy documents. Identifies issues of contemporary and future impact on the organization and independently conducts analysis and studies of their implications and alternatives. In collaboration with senior staff, leads the preparation of comprehensive position papers, briefing materials, etc. Develops presentations, briefings, speeches and articles for presentation to and by senior staff. 5. Monitors OMB policy for assigned areas to ensure integration and compliance. Provides critical feedback and recommendations to (MIAO) and OMB leadership regarding policy positions on national level regulatory and information collection strategic directives and policy statements.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are: You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service or private sector that includes: (1) Conducting analyses of regulations and/or regulatory policy to identify significant economic, scientific, industrial policy, and legal issues; (2) Advising on "Made in America" policies designed to increase reliance on domestic supply chains and ultimately reduce the need to spend taxpayer dollars on foreign-made goods; AND (3) Leading the development of policy documents to provide recommendations to higher-level decision makers. You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service or private sector that includes: (1) Conducting analyses of regulations and/or regulatory policy to identify significant economic, scientific, industrial policy, and legal issues; (2) Advising on "Made in America" policies designed to increase reliance on domestic supply chains and ultimately reduce the need to spend taxpayer dollars on foreign-made goods; (3) Leading the development of policy documents to provide recommendations to higher-level decision makers; AND (4) Building and maintaining interagency coalitions and effective working relationships to coordinate information sharing. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
