This announcement is open to current qualified Displaced Federal Employees that are eligible for CTAP/ICTAP.
This position is located in the Executive Office of the President, Office of Management and Budget (OMB), Office of Performance and Personnel Management, Evidence Team. The incumbent serves as a senior evidence analyst, supporting other OMB components and federal agencies to develop and use evidence, including evaluations, to improve the effectiveness of federal programs.
Duties
As a Senior Evidence Analyst, GS-0301-15, your typical work assignments may include the following:
Manages, in coordination with other OMB components, the planning, design, review, and implementation of evaluation and evidence-related policy initiatives for assigned policy areas, which may include evaluation design, evaluation procurement, evidence based or evidence-informed grant making, agency evidence-capacity development, and the use of administrative data in building evidence.
Develops, reviews, and advises OMB policy officials and other OMB components on guidance and direction to program
managers for assigned evidence or program evaluation related policy areas.
Prepares testimony and reports to Congress, issue papers, and decision memoranda that evaluate and set forth proposed evaluation or evidence-related policies and/or their application as they relate to specific programs.
Advises other OMB components on planning the work. Points out issues and problems that require attention.
Develops and analyzes policy issues, highlighting alternative approaches that might be taken to resolve problems,
and makes and defends recommendations.

Qualifications
ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.
SPECIALIZED EXPERIENCE GS-15: Applicants must have a minimum of one full year of specialized experience at the GS-14 in Federal Service or equivalent pay band or equivalent experience in the private or public sector that demonstrates: 1). Working with technical and/or non-technical partners to execute or improve the quality of program evaluations (as defined in Public Law No: 115-435, the Foundations for Evidence-Based Policy-making Act of 2018, "Evidence Act"), communicate evaluation results, and integrate evaluation results into programs and/or policy; 2)Formulating/conceptualizing agency policies and/or operational guidance; AND 3) Resolving policies issues, giving advice and assistance in the administration of operating of guidelines.
Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
